A RESOLUTION CALLING AND PROVIDING FOR A
SPECIAL MIJNII'IPAL FI_FCTION TO 13F HELD ON
MARCH 13, 19849 FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED ELECTORS OF
THE CITY OF MIAMI E013 THEIR APPROVAL OR
DISAPPROVAL, A MEASURE KNOWN AS "CHARTER
AMENDMENT N0. 1", AMENDING THE CITY
CHARTER BY CORRECTING GRAMMATICAL,
SYNTACTICAL, AND LINGUISTIC ERRORS;
ELIMINATING OBSOLETE OR REDUNDANT
PROVISIONS; AND RESTRUCTURING AND
RENUMBERING CHARTER SECTIONS AND PARTS
THEREOF FOR CLARITY;
WHEREAS, the City Commission, at a regular meet inq duly
called and held according to law, duly passed an Ordinance
which sets forth a proposed Charter Amendment No. 1, amending
the City Charter by correcting grammatical, syntactical, and
linguistic errors; eliminating obsolete and redundant
provisions; and restructuring and renumbering charter
sections and parts thereof for clarity; and
WHEREAS, said proposed amendment shall become effective
in the event that
it is
approved by
a majority
of the
qualified electors
of the
City of Miami
voting at a
special
municipal election held for the purpose of establishing said
electors to register their approval or disapproval of said
proposed amendment; and
WHEREAS, it is appropriate and necessary that the City
Commission make provision for holding said special municipal
election;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. A special municipal election is hereby
called and directed to be held in the City of Miami, Florida,
from 7:00 A.M. until 7:00 P.M. on Tuesday, Marcie 13, 1984,
for the purpose of submitting to the qualified electors of
the City of Miami for their approval or disapproval a measure
known as Charter Amendment No. 1, amending the City Charter

by correcting grammatical, syntact- ical, and linguistic
errors; r'.liminating obsolete or redundant provisions; and
restructuring and renumhering charter sections and parts
thereof for clarity.
Section 2. Saiel special municipal election s h a 1 1 he
held at the voting places in the precincts designated, all as
shown on the list attached hereto and made a part hereof and
referred to as Exhibit No. 1, or as may be designated by the
Supervisor of Elections of Metropolitan Dade County, Florida,
in conformity with the provisions of the general laws of the
state. A description of the registration books and records
which pertain to election precincts wholly or partly within
the City and which the City is hereby adopting and desires to
use For holding such special municipal election is as
follows: all registration cards, books, records, and
certificates pertaining to electors of the City and
established and maintained as official by the Supervisor of
Elections of Metropolitan Dade County, Florida, in conformity
with the provisions of the general laws of the state; the
same being hereby adopted and declared to be, and shall
hereafter be recognized and accepted as, official
registration cards, books, records, and certificates of the
City of Miami.
Section 3. The ballot to be used in said election shall
be so prepared as to comply with the laws of the State of
Florida with respect to absentee ballots and to the use of
mechanical voting machines or the Computer Election System
(CES).
Section 4. In compliance with §100.342, Florida
Statutes, the City Clerk is hereby authorized and directed
to publish notice of the adoption of the herein resolution
and of the provisions hereof, at least twice, once in the
fifth week and once in the third week prior to the week in

which the aforesaid special referendum election, as herein
set forth, is to be held in the fa11owinq newspapers
published within the City of Miami, Florida:
which notice shall be substantially as set forth in the
following form:
NOTICE OF SPECIAL REFERENDUM ELECTION
TO HE HELD ON
TUESDAY, MARCH 13, 1984
IN THE CITY OF MIAMI, FLORIDA
PURSUANT TO RESOLUT ION N0. 84 -49
A special referendum election will
be held on Tuesday, March 13, 1984,
from 7:00 A.M. until 7:00 P.M. in the
City of Miami, Florida, at the pal Iinq
places designated and set forth herein,
for the purpose of submitting to the
qualified electors of the City of
Miami, Florida, the following question:
"CHARTER AMENDMENT NO. 1:
Shall the Charter of the City
of Miami, Florida, be amended
by correcting grammatical,
syntactic.al, and linguistic
errors; eliminating obsolete
or redundant provisions; and
restructuring and renumbering
charter sections and parts
thereof for clarity.?"
Section 5. The City Clerk shall cause to be prepared
absentee ballots containing the question set forth in
Section 4 above for the use of absentee electors entitled to
cast such
ballots in
said election.
Section
6. All
qualified electors of the City shall
be
permitted
to vote
in said municipal election and
the
Supervisor
of Elections
of Metropolitan Dade County, Florida,
is hereby
requested,
authorized, and directed to furnish,
at
the cost
and expense of the City of Miami, a list of
all
qualified
electors
in the City of Miami as shown by
the

registration books and records of his or her office and to
duly certify the same for delivery to and use of the election
nfficers dpsi rinaIed to serve at the respertive polling places
in said elect .ion precincts.
Section 7. For the purpose of enabling persons to
register who are qualified to vote in said special municipal
election to be held on March 13, 1984, and who have not
registered under the provisions of the general laws of
Florida and Chapter 16 of the Code of the City of Miami,
Florida, or who have transferred their legal residence from
one voting precinct to another voting precinct in the City,
they may register at the following permanent branch offices
as approved by the Supervisor of Elections of Metropolitan
Dade County, Florida, which are hereinafter set forth and
which will be open during the following times:
ELECTIONS DEPARTMENT
1440 Biscayne Boulevard, Miami, Florida
Monday to Friday, inclusive: 8:00 A.M.- 5:00 P.M.
METRO JUSTICE BUILDING
1351 NW 12 Street, Miami, Florida
Monday to Friday, inclusive: 8:00 A.M.- 12:00 Noon
1:00 P.M.- 5:00 P.M.
In addition to the above times and places, said
qualified persons may register at such other branch offices
and may also use the mobile registration van for the purpose
of registration in order to vote in the herein described
election during such times and on such dates as shall be
designated by the Supervisor of Elections for Metropolitan
Dade County.

Section 8. RALPH G. ONGIE, the City Clerk of the City
of Miami, Florida, is hereby designated and appointed as the
official representative of the City Commission in all
transactions with the Supervisor of Elections of Metropolitan
Dade County in relation to matters pertaining to the use of
the registration books and the h o I d i n q of said special
municipal election.
The election clerks and inspectors to serve at said
polling places shall be those designated by the Supervisor of
Elections for Metropolitan Dade County for such purpose.
Section 9. The proper officials of the City of Miami
and Dade County are hereby authorized and directed to submit
said question to the electorate at the March 13, 1984 special
municipal election and to certify the result thereof to the
Commission of the City of Miami, Florida, and all acts
pertaining to said election heretofore performed by said
officials are hereby ratified and confirmed.
Section 10. The City Clerk shall deliver a certified
copy of this resolution to the Supervisor of Elections for
Metropolitan Dade County not less than 45 days prior to the
date of the herein special municipal election.

ENCLOSURES:
Attached you will find an approved Resolution calling for an
election on March 13, 1984 (the date of the Presidential
Primary Election) to approve a Charter Amendment (No. 1)
accomplishing the City Charter revision in the following non -
substantive manner:
A. changes in grammar, style, and language;
B. elimination of obsolete or unnecessary
provisions; and
C. reorganization and renumbering of
provisions.
You have previously received the original approved Ordinance
which was on the City Commission Agenda of September 9, 1983
(Item #47). That proposed Ordinance should be placed on the
November 16, 1983 Agenda and the attached Resolution would
appear as a'companion item on the same Agenda.
