MADE; REQUIRING THAT, ABSENT A LEGAL
EMERGENCY, ALt. DEPARTMENTS, UFTICI S, AND
HOARDS OF THE CITY COMPLY WITH THE
SELECTIONS 50 MADE; AND REPEALING ALL
PRIOR RESOLUTIONS ON THE SAME SUBJECT.

ction 1. The newspaper or newspapers of general
circulation to be used for the placement of notices and
advertisements regarding City business are to be selected by
the City Commission at or near the beginning of each calendar
year for the ensuing calendar year, by an affirmative vote
of not less than 4/5ths of the members of the Commission.
Nondaily newspapers may also be selected but such selection
shall require the affirmative vote of all members of the City
Commission.

Section 2. Once such selection or selections are made,
all of the departments, offices, and hoards of the City
shall, in the absence of n legal emergency, ahide by such
selection or selertions and place all of their nntires and
advertisements only in the newspaper or newspapers so
selected.

In August of this year an analysis was done on the City's advertising policy and
procedures relative to the type and number of newspapers to be used and the im-
pact thereof. Listed below are the major findings:
The use of community -based newspapers has generated duplicate and
overlapping services since they are largely minority and reach the same
audience as the Diario Las Americas and the Miami Times. Additionally,
servicing these newspapers places an enourmous burden on staff time and
resources as well as often creates problems for time sensitve materials.
Recruitment efforts for well qualified professional job applicants are
hindered due to the inability to advertise in the newspaper of the largest
general circulation - the Miami Herald. Additionally, this forces the
personnel department to rely more heavily on journals, out of town
newspapers, etc. . .and reduces the opportunity for professional job
seekers in the local community.
Rising advertising cost. Expenditures for 1983 as compared *to 1982
increased at a rate of 25% from $150,000 to $187,000 and is expected to be
even higher at the close of fiscal year 1984.
Reduced proceeds from the sale of public or confiscated goods (auctions)
due to the inability to advertise in the newspaper that generates the
largest audience - the Miami Herald.
• Advertisements for bids generate a response of less than one percent from
the community due to the City's procurement process (general and minority)
which extends invitations for bids to all vendors that appear on the
procurement list for a particular service.
• Duplication of services due to advertising in both minority newspapers for
local public works improvements. In addition to these advertisements, the
City mails notices of these improvements to the homeowners on the tax roll
in these affected areas.

Presented for your review is a proposal for changes in the current advertising
policy relative to the newspapers to be used to meet our advertising obliga-
tions. This proposal addresses legal requirements as prescribed by the State
Statutes, Charter and Code; the need to reach the appropriate audience in each
of the major ethnic cultures of the community; and the need to control the
growth in advertising expenditures. Attachment "A" indicates the present
newspapers used for the major advertising items and Attachment "B" represents
the proposed changes for the newspaper or newspapers best suited to accomplish
the objectives above.
In summary, the basic changes being proposed are:
1. Elimination of the use of community based newspapers as advertising
sources in an effort to reduce overlap, staff time and cost.
2. Continued use of the Miami News, Miami Review, Miami Times, and the
Diario Las Americas as the primary newspapers for advertising exceptfor
recruitment of professional positions and public notification o7auctions
in which case the Miami Herald should be used.
3. Advertisements for public hearings on local improvements should continue
to be placed in the Miami News to meet legal requirements but should be
placed in the minority newspaper ( Black or Hispanic ) in which the im-
provement is being made.

Attached please find two resolutions dealing with news-
paper advertisements by the city. The first resolution es-
tablishes a method for selection of those newspapers, and the
second resolution names the newspapers for the current fiscal
year. Upon my discussions with Mayor Ferre, these resolutions
are being placed on the December 8th agenda.
