HomeMy WebLinkAboutR-84-0040J-84-20 1/18/84 rr/D-6 M83-909 10/ 25/84 RESOLUTION NO. 84 -40 A RFSOLUIION AUTHOR IIING IHF CITY MANAGER TO EXECUTE AN AGREEMENT, S[JRJt=CT TO THE CITY ATTORNEY'S APPROVAL AS TO FORM AND CORRECTNESS, WITH THE NEW WASHINGTON HEIGHTS COMMUNITY DFVF1_OPMFNT CONFERENCE TO PROVIDE FUNDS FOR THE PREPARATION OF A FEASIBILITY STUDY AND DEVELOPMENT PROGRAM FOR A HOTEL FOR THE OVERTOWN URBAN INITIATIVES AREA; AUTHORIZING AN ADVANCE OF $75,000 TO SAID ORGANIZATION WITH FUNDS THEREFOR ALLOCATED FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND; SAID FUNDS TO BE REPAID TO THE CITY UPON RECEIPT BY SAID ORGANIZATION OF FUNDING FROM THE FEDERAL OVERTOWN URBAN INITIATIVES GRANT AND/OR OTHER FUNDING SOURCES. WHEREAS, the City Commission approved the Southeast Overtown/Park West Community Plan (Resolution No. 82-755); and WHEREAS, the City Commission approved in principle the Phase I Overtown Transit Station Impact Area proposal for the Southeast Overtown/Park West Community Redevelopment Area (Resolution No. 83-972); and WHEREAS, the City of Miami is desirous of stimulating the redevelopment of the Overtown Urban Initiatives Area; and WHEREAS, the City approved the Property Owners` Equity Participation Plan (Resolution No. 83-980) which calls for a 50% Black Equity Investment Goal; and WHEREAS, the New Washington Heights Community Development Conference is a Community Based Organization which is undertaking a feasibility study and development program for a hotel for the Overtown Urban Initiatives Area; and CITY COIvIr�ISr i r� 1 MEETITNIG JAN 19 1984 190wno14'ju. S4-an, l�� L tMAR1- WHEREAS, the Overtown Advisory R o a r d has favorably reviewed, with specified modifications, the New Washington Heights Community Development Conference proposal plans (Motion 83-909); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE C11Y OF MIAMI, FLORIDA: Section 1. The City Manarler is hereby authorized to execute an agreement, subject to the City Attorney's approval as to form and correctness, with the New Washington Heights Community Development Conference to provide funds for the preparation of a feasibility study and development program for a hotel for the Overtown Urban Initiatives Area, with funds therefor hereby allocated in an amount not to exceed $75,000 from Special Programs and Accounts, Contingent Fund; said funds to he repaid to the City of Miami upon receipt by said organization of funding from the Overtown Urban Initiatives Grant or any other funding source. Section 2. The herein authorization is subject to the following: a. Notices of all New Washington Heights Community Development Conference Management Team Meetings shall be sent to the Overtown Advisory Board (OAB). b. Two (2) OAB members shall serve with the Management Team in order to keep abreast of consulting expertise in the critical areas of legal, financial, architectural and community concerns. C. A formal agreement shall be executed between the City of Miami and the New Washington Heights Community Development Conference detailing, in addition to other specific items (i.e., budget, scope of services, reporting procedures, audit reviews), the responsibilities of the management committee. -2- __ 84-4o: P U Section 3. 5houIri this prajert not be coinpleted, the OAB and the City of Miami shall he consulted on the disposition of any unexpended funds. Overtown/Park West City Commission Agenda January 19, 1984 REFERENCES: ENCLOSURES: It is recommended that the City Commis- sion approve the attached Resolution advancing up to $75,000 from contingen- cy funds to the New Washington Heights Community Development Conference to obtain technical assistance for the preparation of a feasibility study and implementation program for the con- struction of a hotel in the Overtown Urban Initiatives Project Area, said funds to be repaid upon receipt of funding from the federal Overtown Urban Initiatives Grant and or other funding sources. On October 25, 1983, the Miami City Commission approved motion 183-909 authorizing the City Manager to allocate an amount no*t to exceed $75,000 to the New Washington Heights Community - Development Conference to undertake a feasibility study and development program for a hotel for the Overtown Urban Initia- tives Project area, pursuant to review by the Overtown Advisory Board (OAB). On December 21, 1983, the OAB approved a motion supporting funding for the New Washington Heights Community Development Conference, contingent upon three provisions (note attach- ment). The provisions deal with contract monitoring by the OAB, administration of the contract and assurances that any unexpended funds that remain be utilized for Overtown redevel- opment. The appropriate source of funding for this project should. be from the Overtown Urban Initiatives Grand, administered by Dade County. The County has submitted an amended application to the 84-40 H.Gary - 2 - January 11, 1984 U.S. Department of Transportation, Urban Mass Transit Admini- stration, requesting additional funding , including funding for technical assistance. Due to the present uncertainty concern- ing additional federal funding and the need for New Washington Heights to initiate their feasibility study now, in order to meet the proposed redevelopment schedule for the nine -block Southeast Overtown/Park West Redevelopment Area, it is recom- mended that they be funded by the City pending repayment if other funding sources can be obtained. Other funding sources may include Dade County and the Local Initiatives Support Program. 84--40: �f All, jpot': January 10, 1984 Mr. Herbert J. The OAB moved in support of the New Washington Heights request on December 21, 1983, with conditions. (See enclosure.) I Overtown Advisory Board Executive Committee Meeting December 21, 1983 MOTION Moved by Mrs. Ann -Marie Adker, seconded by James Hunt: That the Overtown Advisory Board (OAB) support the New Washington Heights Community Development Conference in its efforts to obtain expertise in determining the feasibility of a per diem hotel in the four -block UrbpLn Initiatives Project Area, at a cost not to exceed $75,000 from. the City of Miami, provided that the following are effectuated by the City of Miami. We respectfully request that in addition to the prerogatives of the City Manager and City Commissioners that these be included: A. Notices be sent to the OAB Chairman of all New Washington Heights Community Development Conference's Management Team meetings. And, that two (2) OAB members serve with the Management Team, in order to keep abreast of consulting expertise in the critical areas of legal, financial, architectural and community concerns. B. A formal contract be executed between the funding source and the New Washington Heights Community Development Conference which details, in addition to other specific items; (i.e.) budget, scope of services, reporting procedures, audit reviews and state the responsibilities of the management committee. C. Should this project not be completed, the OAB respectfully requests to be consulted on the disposition of any deliverables and any unexpended funds. Unexpended funds will be recommended to revert for further use in Overtown Redevelopment. a-
