TO ORDINANCE NO. 8719 ORDINANCE NO. 277 3 AN EMERGENCY ORDINANCE AMENDING SECTION l OF ORDINANCE NO. 8719, ADOPTED OCTOBER 269 19779 THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED, BY ESTABLISHING A NEW TRUST ND AGENCY FUND ENTITLED: "STRESS CONTROL TRAINING COURSES FOR POLICE OFFICERS IN REGION 14 ", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $37,233; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for Grant funds anticipated by the City of Miami and for corresponding City matching funds; and WHEREAS, the State of Florida has offered to the City of Miami the sum of $37,233 from the State of Florida Law Enforcement Training Trust Fund, for the purpose of providing street Police Officers, supervisors and command officers with practical skills in recognizing and effectively reducing job stress by conducting Stress Control Training, Field Force Training, Officer Survival Course, and Basic S.W.A.T. Course, for police officers in Region XIV, which is made up of all State law enforcement agencies and certified training centers in Dade and Monroe Counties; and WHEREAS, the award was based on a proposal submitted by the Miami Police Department to the Pollce Standards and Training Cummission, Division of Standards and Training, September 17, 1982, via the Region XIV Training Council; and WHEREAS, the Stress Control courses will be conducted in the Miami Department, a certified State training center, beginning 3anuary 30, 1984, with police officers in Dade and Monroe Couunties attending a total of seven (7) forty (40) hour Stress Control training sessions through June 3091984; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE MIAMI, FLORIDA. Section 1. Section I of, Ordinance No. 87190 adopted October 26, 1977, as amended, is hereby further amended in the following particulars: I/ Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: Stress Control Training Courses for Police Officers in Region 14 RESOURCES: State of Florida Law Enforcement $37,233 Training Trust Fund APPROPRIATION: Stress Control Training, Field Force Training, Officer Survival Course, and Basic S.W.A.T. Course for Police Officers in Region 14 $37,233 _ Section 2. The herein entrusted agency fund is established for the purpose of providing the monies necessary to contract for professional services in order to conduct seven (7) forty (40) hour Stress Control Training Courses for law enforcement officers within Region XIV. Section 3. All ordinances or parts of ordinances insofar as they are Inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 5. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of Interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of Its municipal affairs. - 1/ Underscored words and/or figures shall be added.
