ORDINANCE NO. 9 7 7 2
AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 9694 ADOPTED OCTOBER 25, 1983,
WHICH ESTABLISHED TWO NEW SPECIAL REVENUE FUNDS
ENTITLED; "SELECTIVE TRAFFIC ENFORCEMENT PRO-
JECT (FY'83)" AND "SELECTIVE TRAFFIC ENFORCEMENT
PROJECT (FY"84)"; BY INCREASING THE APPROPRIATION
FOR SAID FUND IN (FY'84); IN THE AMOUNT OF $129,375.
AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT AWARDS
FOR "THE FLORIDA DEPARTMENT -OF VETERAN AND COMMU-
NITY AFFAIRS" FOR THE AFOREMENTIONED "SELECTIVE
TRAFFIC ENFORCEMENT PROJECTS" AND FURTHER AUTHOR-
IZING THE CITY MANAGER TO ENTER INTO THE NECES-
SARY CONTRACT(S) AND/OR AGREEMENT(S) TO CARRY OUT
THESE PROJECTS; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the State of Florida has awarded to the City of Miami
$191,261 in federal funds from the United States Department of Trans-
portation, covering the period August 8, 1983 through September 30,
1983, to implement driving under the influence intervention activities;
and
WHEREAS, the State of Florida has awarded to•the City of Miami
$381,454. in Federal Funds from the U.S. Department of Transportation
covering the period from October 1, 1983 thru September 30, 1984.
WHEREAS, the City*of Miami received additional awards in the amount
of $129,375. for a total appropriation of $510,829. to increase funding
for the program from October 1, 1983 through September 30, 1984; and
- WHEREAS, the City's Police Department plans to carry out the pro-
gram with a specially trained team of eleven (11) police/motorcycle
officers, a police supervisor and one administrative aide; and
WHEREAS, this team of police officers will utilize state of the
art technology and equipment, including a custom designed BAT (Blood
Alcohol Test Unit) mobile, specially designed police motorcycles,
state of the art alcohol testing equipment and sophisticated video
technology to conduct a highly visable enforcement effort against
those high risk driver groups who are particularly responsible for
serious accidents on the roadways;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9694, adopted October 25, 1983, is
hereby amended in the following particulars y

Section 2. The City Manager is hereby authorized to accept
the grants as set forth in the preamble to this ordinance and to
enter into the necessary contract(s) and/or agreement(s) to carry
out the selective traffic enforcement grant projects.
Section 3. If any section, part of section, paragraph, clause
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an emergency
measure on the grounds of urgent public need for the preservation of
peace, health, safety, and property of the City of Miami and upon the
further grounds of the necessity to make the required and necessary
payments to its employees and officers, payment of its debts, necessary
and required purchases of goods and supplies, and to generally carry on
the functions and duties of municipal affairs.
Section S. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -
fifths of the members of the Commission.

The State of Florida has awarded to the City of Miami Department of Police
$191,261 in Federal Funds from the United States Department of Transportation,
covering the period of August 8, 1983, through September 30, 1983, to implement
driving under the influence intervention activities. The City of Miami
Department of Police received another award in the amount of $391,454 to
continue the program from October 1, 1983 through September 30, 1994. The
State of Florida approved an increase in funding in the amount of $129#375 for a
total appropriation of $510,829.
The Department of Police plans to carry out the program with a specially trained
team of eleven (11) Police Motorcycle Officers, a Police Motorcycle Sergeant,
and one Administrative Aide I.
This team of Police Officers will utilize state of the art technology and
equipment including a custom designed, BAT (Blood Alcohol Test Unit) mobile,

carniage on our roadways. Although particular emphasis will be directed at the
drunk driver, it is expected that a heightened public awareness will be transmitted
to the general public concerning traffic safety.

The utilization of the BAT mobile with a team of specially trained personnel in the
identification and testing of the drunk driver is expected to increase the number of
D.U.I. arrests by 98%. The effective prosecution of D.U.I: s is also expected to
increase dramatically.
