AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 9616 WHICH ESTABLISHED A SPECIAL
REVENUE FUND ENTITLED "SYNTHESIZED MEDIA
ENVIRONMENT SYSTEM" BY INCREASING APPROPRIATIONS
THEREIN IN THE AMOUNT OF $400,000 FOR THE PURPOSE
OF RENOVATING THE FORMER FIRE STATION NO. 16 WHICH
WILL BE THE PERMANENT LOCATION OF THE TRAINING
SIMULATOR; USING REVENUE IN A LIKE AMOUNT
AVAILABLE FROM THE LAW ENFORCEMENT TRUST FUND;
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, at the May 12, 1983 Commission Meeting Ordinance No. 9616 was
passed establishing a Special Revenue Fund entitled "Synthesized Media
Environment System" for the purpose of providing funding to purchase a training
simulator from September and Associates East, Inc.; and
WHEREAS, at the May 12, 1983 Commission Meeting Resolution No. 83-383 was
passed directing the City Manager to execute an agreement for the acquisition of
said training simulator for the City of Miami Police Department; and
WHEREAS, an additional $400,000 is needed to renovate the former Fire
Station No. 16 located at North West twenty third Street and twenty third Avenue
which will be the permanent location of the training simulator; and
WHEREAS, this additional $400,000 is available from monies in the Law
Enforcement Trust Fund;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI
FLORIDA:
Section 1. Section 1 of Ordinance No. 9616 which established a Special
Revenue Fund entitled "Synthesized Media Environment System" is hereby amended
in the following particulars: 1/

Section 2. The herein amendment to Ordinance No. 9616 increasing the
appropriation for the Special Revenue Fund entitled "Synthesized Media
Environment System" in the amount of $400,000 is for the purpose of renovating
the former Fire Station No. 16 which will be the permanent location for the
Training Simulator. Revenue in a like amount is available from the Law
Enforcement Trust Fund.
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 4. If any section, part of section, paragraph, clause, phrase or
word of this ordinance shall be held to be invalid, the remaining provisions of
this ordinance shall not be affected.
Section 5. The requirement of reading this ordinance on two separate days
is hereby dispensed with by an affirmative vote of not less than four -fifths of
the members of the Commission.
Section 6. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety
and property of the City of Miami and upon the further ground of the necessity
to make the required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases or goods and supplies and
to generally carry on the functions and duties of municipal affairs.

It is recommended that the City Commission approve
the attached ordinance amending Ordinance No. 9616
"Synthesized Media Environment System" in the
amount of $400,000 for the purpose of renovating
the former Fire Station No. 16 which will be the
permanent location for the recently purchased
Stress Simulator.
Former Fire Station No. 16 has been selected as the permanent location for the
recently purchased stress simulator acquired for Police Department training.
Said location must be renovated and remodeled to accommodate the stress
simulator. and related component systems in order to create a total training
environment for police training activities. Work includes structural
modification, additional air conditioning and ventilation, and miscellaneous
interior improvements. The cost to provide the above mentioned modifications
and other related contingencies is $400,000 and is available from the Law
Enforcement Trust Fund.
The attached proposed ordinance is recommended for approval at the January -12,
1984 Commission meeting.
