For the information of the City Commission, the traffic study to
be completed by January 27, 1984, for the subject area has not
been initiated. It is expected that the traffic study and
Planning Department zoning analysis and recommendations based on
this study will be ready for the Commission meeting of March 22,
1984.
At the Commission meeting of October 27, 1983, under discussion
(1st reading - then continued to next meeting) was the rezoning
of the Pantry Pride site. Mayor Ferre requested a study of the
area by the Planning Department to be completed in 90 days
(Motion No. 83-1002). On November 18, 1983, the developer was
requested to participate in a traffic study for the residential
area to the south, in an amount not to exceed $30, 000 and to be
completed in 90 days (February 16, 1984). On December 15, 1983,
the developer proffered a covenant to do the traffic study, in
conjunction with 2nd reading of the ordinance rezoning the Pantry
Pride site. At this time the Planning Department has not been
notified that the consultants for the traffic study have been
hired by the developers.
The Department's position is that the residential area to the
south could be considered for RG-2/5 zoning (existing RS-2/2).
However, the traffic study offers the opportunity of evaluating a
series of growth scenarios - up to and including RO-3/5 zoning.
Therefore, it is in the interests of the expressed view of the
residents that the Planning Department recommendations await the
traffic study input. In the absence of the traffic study, this
Department's recommendation would be that the area could be
granted RG-2/5 zoning, following the necessary procedures.
