of the site which will promote a better site
development. As NE 2nd Court is only two blocks
long, it does not serve a significant public purpose.
Dedication is required by plat.

Re: Vacation and Closing of Streets and Alleys —
Blocks 10 and 14, Edgewater Subdivision
(includinq Parcel A - Edgewater Amended Plat)
Dear Mayor, Members of the Commission and Zoning Board:
This letter of intent accompanies the application of Roland
Biscayne Corporation and Alberton Corporation, N.V. to vacate
that portion of N.E. 2nd Court and those alleys in Blocks 10 and
14 shoran on the tentative plat submitted with this application
and legally described therein.
Also accompanyinq this application is the traffic study
entitled "Impact Study of Street Abandonment" prepared by
Schimpeler Corradino Associates dated April, 1983. The study
clearly concludes that "the impact of abandonment of N.E. 2nd
Court, between N.E. 22nd and 23rd Streets is so slight that it is
almost immeasurable."

The applicants propose that the vacated street and alleys be
combined with Blocks 10 and 14 to create a unified development
parcel comprised of two abutting tracts. Submitted herewith are
plans entitled "Terranova Biscayne" prepared by Zbigniew W.
Jarosz, A.I.A., schematically presenting a potential development
concept for the mixed -use development of these tracts according
to their current zoning designations.
' The* public benefit to be derived from this project is the
recapture of unneeded street and alley properties which sit
virtually unused as an expense to the City for continued main-
tenance, in exchange for the development of a project which will
contribute to the tax base and produce a positive return to the
City of Miami. The developers of the property will pay, all
necessary costs for relocation of utilities and subdivision
improvements appropriate for the development of this property.
The vacation and closing of N.E. 2nd Court between 22nd and
23rd Streets continues the prior actions of the City in closing
those portions of this avenue which previously lay to the north
and south of the subject property. The closing of this remaining
portion of N.E. 2nd Court to achieve the unified development of
this property continues to be justified from both planning and
fiscal standpoints. We therefore respectfully urge your favor-
able recommendation and approval. of this request.
