An amount not to exceed $10,700 is hereby allocated from Special Programs and Accounts, Quality of Life Account in support of the joint venture between Dade County, Florida and the Visitors and Convention Authority of the City of Miami Beach to sponsor a series of local production sequences to be aired on national sJudicated television. R. Concert and Coun ana r. Television Show from Miami, Including Metrozoo RECOMMENDATION It is recommended that the Board authorize a joint venture with the Miami Beach Visitor and Convention Authority (VCA) and Dade County, through the Department of Park and Recreation, to sponsor a series of production sequences in Miami, Miami Beach and Metrozoo to be aired on national syndicated television. The total cost of the production is $625,000, with the Dade County share at $25,000. Filming is scheduled to begin January 29 and continue through February 4. BACKGROUND On Monday, January 9, staff attended a meeting at the VCA concerning a proposed television origination starring Crystal Gayle and Rick Springfield. At that time, the County was presented the opportunity to joint venture with the VCA in the development of a series of concert sequences filmed throughout Dade County and aired on national television. The VCA had been working with a New York based communications company known as Grosvenor Communications, Inc. which specializes in television syndications from a tourism prospective. In 1982 they worked with the Pinellas Sun Coast Tourist Development Council in the production of thirteen 1/2 hour television shows called 'Nashville on the Road;" a 1981 origination from the Bahamas starring Perry Como, which had an audience estimated at 117 million viewers worldwide; and a 1982 production from the Bahamas starring Roy Clark and the Oak Ridge Boys. The program's producers have contracted with the Seven -Up Corporation in the production of four television specials to be released during their promotional priority seasons. The Seven -Up Corporation's contribution to this production has been established at $500,000. They have identified the airing of the proposed Dade County production to be in late March or early April, with a possible underlying theme of "hot and thirsty in Miami." The producers, by contract, will guarantee a penetration of a minimum of 80% of all the households throughout the United States. This audience is estimated at between 22 and 25 million households on the init*al showing and, because it is a syndication, a second telecast is available to each station at no additional cost. The talent proposed for this telecast is targeted for the .specific market that Dade County is seeking to penetrate. Crystal Gayle and Rick Springfield (still in negotiation) are krb�m as cross -over artists; that is, they appeal to the broad market segment of the 18 to 45 year old, including both the youth market as well as the middle -of -the road, middle class and upper middle class markets. The concept of the show is that each of the top -rated stars takes on a role to which he or she responds during the story development in the hour-long telecast. A number of pseduo-concerts are all filmed throughout Dade County. At the major event, we anticipate selling tickets and any revenues a f raised by the sale of tickets will be split proportionately between the VCA and Dade County. The VCA's share of the production cost is $75,000 and Carnival Cruise Lines' share is $25,000. The City of Miami staff has agreed to recommend to their Board that the City provide the facilities and all necessary police and fire personnel required in staging the event at the facilities in the City at no cost. We have identified Metrozoo as an ideal location to stage the County's production segment. Because the show is a syndicated one, the County has much more latitude in the content and setting of the show then through a network production. Funds are available from the Metrozoo promotion budget and the project has received the endorsement of both the Directors of the Park and Recreation and Tourist Departments. We presented this to the Commission's Culture and Recreation Committee last Tuesday, January 10, and they took no action as we did not have sufficient details concerning the proposal. The Office of Film Coordination has also informed us that the producers will rely on local suppliers and equipment on the production.
