This Le;islative Session will be in preparation to the vote on
Proposed Constituti3nal Amendment #1 which will have a profound
impact on State and Local Revenues in the 1985-86 Budget. It is
therefore unlikely that new taxes will be considered. Under the
proposed Amendment the State will be closing the window on State
Shared Revenue. Lost State revenue to the Cities must eventually
translate into new Local Taxing Authority.
The revenue limitation that would be imposed by the Amendment
affects cities differently. A State report due in February will
provide a more indepth understading on the State-wide effects of
this Amendment.

1984 LEGISLATIVE PROPOSALS
LEGISLATIVE PRIORITIES
1. Require mandatory life sentence for the comm.ssion of arson
that causes bodily harm.
2. Require mandatory life sentence for killing of a police offi-
cer.
3. Reaffirm the 300 Conventuion Development Tax if tune court :naives
an adverse ruling.
4. Exempt Downtown Development luthority from .ity's 10 ;rill
cap.
5. Support a State lottery (consc.�tutional amendment).
LEGISLATIVE POLICY
The City will SEEK and SUPPORT legislation that will;
1. Remove 5% sales tax from Public Works projects.
2. Liberalize the investment of City funds by expanding the are-
as in which the City may invest its funds, similar to the
provisions counties were granted in the 1983 legislative ses-
sion.
3. Establish a state-wide standard for the tinting of car win-
dows.
4. Remove municipal Pension funding requirements- from the 10
mill cap.
5. Provide State funding for revitalizing disadvantaged and
blighted areas.
6. Provide State funding for police officer witness compensa-
tion.
7. Making wilfully fleeing a police officer a first degree
offence.
8. Remove the restrictions on occupational license fees.
9. Authorize cities to impose impact fees.
10. Provide State funding for recreational facilities on Julia
Tuttle Causeway.
11. Provide state-wide funding for municipal helicopter services
for fire, police and EMS rescue.
12. Require deposit on all bottles and cans of beverages.
The City will OPPOSE legislation that would;
1. Impose a state-wide building code.
