AND THE CITY OF MIAMI, CLOSING CERTAIN STREEtS TO VEHICULAR TRAFFIC ON THAT DATE DURING SPECIFIC HOURS AND ESTABLISHING A PEDESTRIAN MALL, SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE DEPARTMENT AND THE FIRE, RESCUE AND INSPECTION SERVICES DEPARTMENT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE, SUBJECT TO THE CITY ATTORNEY IS APPROVAL AS TO FORM AND CORRECTNESS, A ONE DAY CONCESSION AGREEMENT WITH THE M.D.A. AND ANY NECESSARY SUPPORT AGREEMENTS WHICH SHALL SET FORTH THE CONDITIONS UNDER WHICH THE CITY IS TO PROVIDE SERVICE ASSISTANCE. WHEREAS, the Muscular Dystrophy Association, a nonprofit corporation under the laws of the State of Florida, has requested assistance from the City of Miami in connection with the 6th Annual Coconut Grove Bed Race to be held on McFarlane Road from 6:00 A.M. to 3:00 P.M. on May 20, 1984; and WHEREAS, the City Department of Parks and Recreation has co -sponsored this event in 1979, 1980, 1981, and 1982; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall, during the 6th Annual Coconut Grove Bed race, co -sponsored by the Muscular Dystrophy Association (M.D.A.) and the City of Miami, Department of Parks and Recreation, the following streets are hereby closed to through vehicular traffic on Sunday, May 20, 19840 during the hours from 8;00 A.M. to 3;00 P.M.; (a) McFarlane Road from Main Highway to SW 27 Avenue; (b) All streets and avenues intersecting the area listed in subsection (a) hereof, CITY CoMm fo—N ME-ETI-NO OF FEE 0 1964 such closing of streets being subject to the issuance of permits by the Police Department and the Fire, Rescue and Inspection Services Department. Said permit from the Police Department is to be issued only upon the full approval of the Police Chief after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 2. The City Manager is hereby authorized to execute, subject to the City Attorney's approval as to form and correctness, a one day concession agreement with the M.D.A. and any necessary support agreements which shall set forth the conditions under which the City is to provide service assistance. A.q AF.R ATmaruRn S pqn- The City of Miami, Department of Parks and Recreation has co -sponsored this event annually since its inception in 1979. A tenDorary pedes- trian mall will be established by closing said streets below, subject to the issuance of permits by the Police and Fire Departments: McFarlane Road from Main Highway to S.W. 27th Avenue, including all intersections. Last year (1983) the Fifth Annual Coconut Grove Bed Race provided a wholesome recreational activity for an estimated 25,000 people while assisting in raising forty five thousand dollars ($45,000) to fight Muscular Dystrophy. It is also recommended that a temporary one day concession agreement be authorized between the City and the Muscular Dystrophy Association, for vending, as assigned by the M.D.A., and approved by the City, with all proceeds to be donated to the Association. Vending areas shall include the perimeters of the closed streets and Peacock and Myers Parks. We believe that the Bed Race is a worthwhile cause for the community and recommend continued support of this public health organization _ which fosters research and promotes higher standards -of health among our citizens.
