A RESOLUTION APPROVING THE MOST
QUALIFIED CONSULTING FIRMS TO
PROVIDE PROFESSIONAL SERVICES
FOR THE RENOVATION OF BLUE LA-
GOON PARK; AUTHORIZING THE CITY
MANAGER TO UNDERTAKE NEGOTI-
ATIONS WITH THE MOST QUALIFIED
FIR11S, TO ARRIVE AT A CONTRACT
WHICH IS FAIR, COMPETITIVE, AND
REASONABLE, AND DIRECTING THE
CITY MANAGER TO PRESENT THE NE-
GOTIATED AGREEMENT TO THE COM-
MISSION FOR RATIFICATION AND
APPROVAL BY THE COMMISSION.
WHEREAS, the Florida Department of Natural Resources,
Florida Recreation Development Assistance Program, has ap-
proved a grant application for funds in the amount of $200,000
for the Blue Lagoon Park Development Project; and
WHEREAS, Resolution No. 83-318, passed and adopted on
April6, 1983, authorized the City Manaqer to accept the grant
funds and execute an agreement with the Florida Department of
Natural Resources to implement this project; and
WHEREAS, by Resolution No. 83-929, passed and adopted on
October 25, 1983, the City Commission approved the designation
of Blue Lagoon Park Development as a Category "B" project and
appointed Carl Kern, Director of. the Department of Parks and
Recreation as Chairman of the Competitive Selection Committee;
and
WHEREAS, the Consultant Selection Committee solicited ex-
pressions of interest from qualified consultants, evaluated the
qualifications of those firms who responded to its inquiry, and
then selected the firms most qualified to provide professional
landscape architectural, architectural and engineering services
for the development of Blue Lagoon Park, all in accordance with
the State of Florida's Consultant Competitive Negotiations Act,
enacted by the legislature of Florida July 1, 1973, and by the
City of Miami Ordinance No. 8965, July 23, 1979;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 2. The City Commission hereby authorizes the City
Manager to negotiate and enter into a professional services
contract on behalf of the City of Miami with the firm ranked
first in order in Section 1 hereinabove. In the event that the
City Manager cannot negotiate an agreement which, in his opinion,
is fair, competitive and reasonable with the firm ranked first in
order, then he is hereby authorized to terminate such negotiation
and to proceed to negotiate with the second most qualified firm.
In the event that he fails to negotiate a satisfactory agreement
with the second firm, then he is authorized to undertake nego-
tiations with the third most qualified firm.
Section 3. The City Manager is directed to present the
City Commission with the negotiated agreement at the earliest
scheduled meeting of the City Commission immediately following
the negotiation of said agreement for ratification and approval
by the Commission

Pursuant to Resolution=83-929, passed and adopted by the City
Ccmmission on October 25, 1933, :•r:ni 7 designated the renovation
and development of Blue Lagoon. Park as a Category "B" Project,
proposals were solicited from qualified consultants.
On December 27, the Consultant Selection Committee appointed by
the City Manager reviewed the proposals received, and sub-
sequently held presentations on January 4 to establish a list
of these most qualified to provide professional landscape archi-
tectural, architectural and engineering services to the City.
The following, listed in ranked order of recommendation, are the
names of those firms which made presentations to the Consultant
Selection Committee:

PRESENTATIO`I AND INTERVIEW
BLUE LAGOON PARK DEVELOPMENT

The procedures ::escrihe3 herein conform, to the provisions under Ordinance No. 2963
of the City Code for the acquisition of professional services. Specifically, the City
of Miami is seeking tha Test qualified professional consulting firms to provide
landscape architectural, architectural and engineering services in the near future
in connection with the planning, design and construction of the Blue Lagoon Park
Development Project. The City has advertised for expressions of interest from
consultants who were especially qualified in providing services for such a facility.
A Selection Ccmmmittee the infor iaticn provided by all resr_cn::ents to the
advertise:-.ent and detsr--.in od that your firm was ancna the :most qualified to provide
the above ser-ices. Acccrd_nrl:, the Selection Ccr- ittee invites you to make a
presentation to it in accordance with these instructions so that the Selection
Committee na-, ccnnlete itS e4aluaticn of the most qualified firms.
Upon completion c`_ its evaluation, the Selection Committee •gill prepare a report,
including its fin4_ings and reco:rmendations, and submit it to the City Manager. He
will then submit a resolution to the City Ccnmissiort .:hick will approve the list of
the most qualified firms and will also authorize him to enter into negotiations with
those firms in order of their ranking.

The time and place of your presentation and interview are noted in the cover letter.
The total time alloted to your firm will be limited to 30 minutes per project,
allowing for about 20 minutes for your presentation and 10 minutes for the interview.
SLIDES
If you desire to show slides please bring your own projector and a 20-foot extension
cord. The west wall of the meeting room is used as a screen.
WRITTEN MATERIAL
No written material is to be presented to the Selection Committee in the presentation
and interview.
PUBLIC NOTICE
In accordance with Ordinance No. 8965, your presentation will be open to the general
public.
COSTS
It is understood and agreed that by accepting the City's invitation to make a presen-
tation and to participate irr an interview with the Selection Committee, your firm
will bear all costs associated with the presentation and interview and that the City
will have no obligation to recompense your firm in any way for such costs.

taticn�cn your fir-i's organization, including any joint venture or association; your
consultant's organizations; the identification and qualifications of all professional
staff, including that of your consultants, that will be assigned to this project;
support capabilities; and outline of activities that will be undertaken by the
professional and support staffs; time schedules for accomplishing the activities; and
a summary of procedures and methods developed and used by your firm to coordinate and
control projects and assure delivery of the finished work product on time and on budget.
It is not intended nor desirable that your firm solve any specific problem, provide
consulting services or design ideas at this time, but rather that you acquaint the
Selection Committee with information about how your firm and your consultants would
function on this City project.
Previous _Experience. Having given the Selection Committee an overview of your firm's
et mhod of approach, you should then describe and if possible show slides of at least
three recent projects which your team has completed. The examples should include
design services for appropriately related project facilities. In addition, you should
discuss the project schedules and budgets and your team's method of their control.
Affirmative Action Plan. You are requested to describe your firm's and your consult-
ants' affirmative action plan.
Fees. The purpose of the presentation and interview does not include negotiating fees.
However, the City's policy is to contract for design services, where the scope of work
can generally be defined within reasonable limits, on a lump sum basis. You are
requested to comment on this concept if you foresee any problems with it.

authorized the designation of Blue Lagoon Park as a Category "B"
project, thereby initiating the planning and design phase of this
