RESOLUTION NO.
A RESOLUTION RATIFYING THE FINDING OF THE
CITN' MANAGER, BY A FOUR FIFTHS (4/5)
AFFIRMATIVE VOTE OF THE CITY COMMISSION,
AFTER A DULY ADVERTISED PUBLIC HEARING,
THAT THE REQUIREMENT FOR COMPETITIVE FORMAL
SEALED BIDS BE WAIVED, AND THAT THE SOLE
SOURCE PURCHASE FROM B & L ASSOCIATES, INC.,
THE ONLY LICENSED MARKETING AGENT, TO FURNISH
AND MAINTAIN ONE (1) ON-LINE DISK PACK MANAGE-
MENT SYSTEM AND ONE (1) ON-LINE JOB SCHEDULER
AND MONITORING SYSTEM, FOR THE DEPARTMENT OF
COMPUTERS, AT A FIRST YEAR COST OF $10,012.50,
FOR A TOTAL PROPOSED FOUR (4) YEAR COST OF
$48,474.00 BE APPROVED; ALLOCATING FUNDS THEREFOR
FROM THE 1983-84 OPERATING BUDGET OF THAT
DEPARTMENT; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE PURCHASING AGENT TO ISSUE PURCHASE
ORDERS FOR THIS EQUIPMENT, SUBJECT TO THE AVAIL-
ABILITY OF FUNDS.
WHEREAS, the optimum operation of the Burroughs B7900
Computer requires efficient data tape management and precise
logical job scheduling; and
WHERLAS, the Department of Computers has located the
only data base oriented systems, the on-line Disk Management
System and the Job Scheduling -Monitoring System, that are
compatible with the Burroughs B7900 Computer and that can automa-
tically interface with the current Tape Management System under
a DMSII Data Base environment; and
WHEREAS, the supplier, B and L Associates, Inc. has
been determined to be the only licensed marketing agent for said
systems; and
WHEREAS, the supplier has offered both systems and
complete installation training, conversion and license maintenance
at discounted fees; and
WHEREAS, the on-line Disk Management System will be
used by the Department of Computers to provide tape backup of
important files and to remove unused files to tape for more
efficient data storage; and

WHEREAS, the on-line Job Scheduler and Monitoring
System will be used by said Department to provide logical and
sequential job runs on a daily basis for effective time manage-
ment within the new computer system; and
WHEREAS, funds for this purchase are available in the
1983-84 Operating Budget; and
WHEREAS, the Purchasing Agent has made a written
finding that J & L Associates, Inc. is the sole supplier of the
specified equipment, and that pricing offered is both reasonable
and favorable; and
WIiEREAS, the findings of the Purchasing Agent have
been approved and adopted as the findings of the City Manager; and
WHEREAS, the City's intent to make this sole source
purchase has been properly advertised and publicly heard; and
WHEREAS, the City Manager and the Director of the Depart-
ment of Computers recommend that the requirement for competitive
sealed bids be waived and that purchase from J & L Associates,
Inc., as a sole source, be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. By an affirmative vote of four -fifths (4/5)
of the Members of the City Commission, after a duly advertised
public hearing, the City Manager's written finding that J & L
Associates, Inc. is the sole source and only licensed marketing
agent for furnishing and maintaining an on-line Disk Pack Manage-
ment System and on-line Job Scheduler and Monitoring System to
the Department of Computers is hereby ratified.
Section 2. The requirement for formal competitive sealed
bids for furnishing and maintaining Disk Pack Management and Job
Scheduler -Monitoring Systems is hereby waived, and the purchase
from J & L Associates, Inc. at a first year cost of $10,012.50,
for a total proposed four-year cost of $48,474.00 is hereby

approved with funds therefor hereby allocated from the 1983-84
Operating Budget of the Department of Computers.
Section 3. The City Manager is hereby authorized to
instruct the Purchasing Agent to issue purchase orders for this
equipment, subject to the availability of funds.

The Department of Computers is requesting approval for the
procurement of an on-line Disk Pack Management System and an on-
line Job Scheduler and Monitoring System from B & L Associates,
Incorporated, the only known source.
Both the on-line Disk Pack Management and on-line Job Scheduling
Systems are the only packages that are compatible with the B7900
Computer and can automatically interface with the current Tape
Management System under a DMSII Data Base environment.
The on-line Disk Pack Management System will be used on the
Burroughs B7900 Computers to provide tape backup of important
file and remove unused files to tape. Backup and reclamation
functions may be performed independently or together. Criteria
for reclamation can be specified at any directory level.
This system minimizes tape usage by merging tapes to eliminate
"dead" files and has extensive reporting capabilities as well as
on-line ability to scan all backed -up archival files for ease of
identification and recovery.

The on-line Job Scheduler and Monitoring System is a data base
oriented system which provides the ability to establish a job to
be run at specified time intervals and produce on de:;and a 3aily
working schedule of those jobs in a logical and sequential order
based upon predefined factors. It is ensue;n to
accomodate last minute revisions while maintaining the integrity
and validity of those changes. IL provides a working tool for
off-line processing while providing management with an
information tool for planning and organizing.
Funds for tnis purchase are available in the iepar.mental FY '33-
34 operating ouaget.
