A RESOLUTION RATIFYING THE FINDING OF THE
CITY MANAGER, BY A FOUR -FIFTHS (4/5) AFFIRMATIVE
VOTE OF THE CITY COMMISSION, AFTER A DULY
ADVERTISED PUBLIC HEARING, THAT THE REQUIREMENT
FOR FORMAL COMPETITIVE SEALED BIDS BE WAIVED
AND TIiAT THE PURCHASE OF ELEVEN ( 1 1 ) POLICE
MOTORCYCLES RADIOS, FROM GENERAL ELECTRIC,
THE SOLE SOURCE SUPPLIER OF HANDLEBAR -MOUNTED
POLICE RADIOS , FOR THE DEPARTMENT OF BUILDING
AND VEHICLE MAINTENANCE AT A TOTAL COST OF
$29,700.00 BE APPROVED; ALLOCATING FUNDS THEREFOR
FROM THE 1983 STATE OF FLORIDA SELECTIVE TRAFFIC
ENFORCEMENT GRANT FUND; AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE PURCHASING AGENT TO
ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT.
WHEREAS, Radio Communication is vital to the operation
of the City's Police force; and
WHEREAS, Resolution No. 83-745 awarded the bid and
authorized the purchase of eleven (11) new Police Motorcycles,
and;
WHEREAS, Eleven (11) Handlebar-- Mounted Police Radios
are required for said motorcycles, for reasons of safety, ease
of operation and space limitations, and;
WHEREAS, research by the Communications Division of the
Department of Building and Vehicle Maintenance has shown General
Electric Company to be the only supplier of Police Radios of this
design; and
WHEREAS, the supplier has offered Federal General
Services Administration pricing discounts to the City for this
equipment, and;
WHEREAS, this equipment will be used by the Department
of Building and Vehicle Maintenance for the purpose of providing
complete communications equipment on new Police Motorcycles,
and;
WHEREAS, funds for this purchase are available in the
1983 State of Florida Selective Traffic Enforcement Grant Fund;
and

WHEREAS, the Purchasing Agent has made a written
finding that General Electric Company is the sole source
supplier of the specified equipment and that pricing offered
by the supplier is both reasonable and favorable, and;
WHEREAS, the findings of the Purchasing Agent have
been approved and adopted as the findings of the City Manager,
and;
WHEREAS, the City's intent to make this sole source
award has been properly advertised and publicly heard, and;
WHEREAS, the City Manager and the Director of the
Department of Building and Vehicle Maintenance recommend that
the requirement for competitive sealed bids be waived and that
the purchase from General Electric Company as the sole source,
be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. By an affirmative vote of four -fifths
(4/5ths) of the Members of the City Commission, after a duly
advertised public hearing, the City Manager's written finding
that General Electric Company is the sole source of supply for
furnishing Eleven (11) Handle bar-flounted Police Motorcycle
Radios to the Department of Building and Vehicle Maintenance is
hereby ratified.
Section 2. The requirement for formal competetive sealed
bids for furnishing eleven (11) handlebar Mounted Police Motor-
cycles Radios is hereby waived and the purchase from General
Electric Company at a total cost of $29,700.00 is hereby approved
with funds therefor hereby allocated from the 1983 State of
Florida Selective Traffic Enforcement Grant Fund.

Section 3. The City Manager is hereby authorized to
instruct the Purchasing Agent to issue a Purchase Order for
this equipment.

The Department of Building and Vehicle !Maintenance is purchasing these
eleven (11) motorcycle radios for the Police Department to operate with
eleven (11) new Police motorcycles. At the present time, only the General
Electric Company can provide handle bar mounted motorcycle radios which is
a requirement of the Police Department. Therefore, it is not practical or
advantageous to the City for this Department to use competitive bidding
methods to secure the required radios.
Funds for this purchase are available in the Police Department's Fiscal
Year 1983-84 operating budget.
Total cost for the eleven (11) radios is $29,700.
The above findings are hereby approved and adopted as the findings of the
undersigned.
