AMOUNT OF $25,000 IN THE CONTRACT BETWEEN THE
CITY OF MIAMI AND THE L.G.H. CONSTRUCTION
CORPORATION, DATED JANUARY 21, 1983, FOR THE
CONSTRUCTION OF THE COCONUT GROVE EXHIBITION
CENTER - 14EST COURTYARD ROOF WITH FUNDS
ALLOCATED THEREFOR ENTIRELY FROM APPROPRIATIONS
TO THE COCONUT GROVE EXHIBITION CENTER -
ADDITIONAL WORK PROJECT AS PROVIDED UNDER
ORDINANCE NO. 9756, DATED OCTOBER 27, 1983;
FURTHER RATIFYING THE CITY MANAGER'S 14RITTEN
FINDING THAT THE HEREIN INCREASE RESULTED FROM
EMERGENCY CIRCUMSTANCES BY AN AFFIRMATIVE VOTE
OF 2/3RDS OF THE MEMBERS OF THE CITY COMMISSION
AND ADOPTING THE FINDINGS AND CONCLUSIONS SET
FORTH IN THE PREAMBLE OF THIS RESOLUTION
WHEREAS, there exists a contract dated January 21, 1983,
between the City of Miami and the L.G.H. Construction Corporation
in the amount of $851,727 for the construction of the Coconut
Grove Exhibition Center - West Courtyard Roof; and
WHEREAS, a greater amount of unanticipated work has
depleted the $60,000 cash allowance provided by the proposal; and
WHEREAS, additional work not covered by the plans and
specifications is necessary to bring the addition into compliance
with existing conditions; and
WHEREAS, funds to cover an increase in contract amount of
$25,000 are available from appropriations to the Coconut Grove
Exhibition Center - Additional Work Project, provided by Ordinance
No. 9756, Section IX - B - 16, dated October 27, 1983; and
WHEREAS, the Directors of the Department of Public Works
and the Coconut Grove Exhibition Center recommend the increase to
cover the additional work; and
WHEREAS, the City Manager has made a written finding that
a valid emergency exists under the circumstances;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. After a properly advertised public hearing,
the finding of the City Manager set forth in the preamble to this
Resolution is hereby ratified by an affirmative vote of 2/3rds of
the City Commission and adopted as if fully set forth in this
Section.

Section 2. The contract between the city of Miami and
the L.G.H. Construction Corporation, dated January 21, 1983, tot
the construction of the Coconut Grove Exhibition Center - West
Courtyard Roof is hereby increased by $25,000 with funds therefor
hereby allocated entirely from appropriations to the Coconut Grove
Exhibition Center - Additional Work Project as provided under
Ordinance No. 9756, dated October 27, 1983.

The Department of Public Works recommends the
adoption of a resolution authorizing an increase
in the contract amount of $25,000 in the contract
between the City of Miami, Florida and L.G.H.
Construction Corporation, said funds to be pro-
vided from funds already appropriated to the
project; further ratifying the City Manager's
written finding that the herein increase resulted
from emergency circumstances by an affirmative
vote of two-thirds of the members of the City
Commission and adopting the findings and con-
clusions set forth in the preamble of this
resolution.
A contract in the amount of $851,727 was awarded to L.G.H.
Construction Corp., for the construction of Coconut Grove
Exhibition Center - West Courtyard Roof on January 13, 1983.
Unanticipated items of additional work to bring the addition
into compliance with existing codes and/or to make it more
useable to clients have already depleted the $60,000 Cash
Allowance provided by the proposal to cover additional and
unforeseen work. Examples of the additional work already
completed and paid for from the cash allowance are:
The installation of oversized folding doors of the north
and south ends to provide unrestricted use of the addition
at a cost of $31,700.
Additional pressure grouting of existing foundations.
Modifications to the existing electrical vault to meet
electrical code.
The substitution of marine plywood for standard plywood,
additional furring to meet fire codes and modifications
of the existing structures to support the new roof structure.

The project is nearing completion and two costly items of additional
work not provided for in the plans and specifications must be done
before the addition meets all code requirements. The are:
The fire proofing of the existing asphaltic concrete floor and
. The testing and balancing of the new air conditioning system.
The two items and several minor items will cost an estimated $15,000.
Additionally we are in dispute with the contractor on several other
items of work and may have to make additional payments to him in
some amount less than $10,000.
Accordingly, the Directors of the Department of Public Works and
the Coconut Grove Exhibition Center recommend that an increase in
contract amount of $25,000 be authorized. Funds to cover the
increase are available from the appropriations to the project
provided by Ordinance No. 9756 Section 1X - B-16, dated October
27, 1983.
Attached to this memorandum is a written finding for your signature
that an emergency situation exist and a copy of my memorandum to
the City Clerk requesting him to advertise for a public hearing.
This was originally submitted for the January 12, 1984 Commission
meeting. We are herewith resubmitting new paperwork to be included
for the Planning and Zoning Commission meeting of January 26, 1984.

Based on information supplied to me by the Director of the
Department of Public Works, and the Director of the Coconut
Grove Exhibition Center, I have found that there exists an
emergency need for an increase in contract amount of $25,000
in the contract between the City of Miami and L.G.H. Construc-
tion Corp., for the construction of the Coconut Grove Exhibition
Center West Courtyard Roof.
The reason for the emergency need is as follows:
The cost of oversized folding doors at the north and
south ends of the addition, additional stabilization
of the existing foundations, modifications to the
existing electrical vault to meet the electrical code,
and other work has depleted the $60,000 cash allow-
ance provided by the proposal to cover additional
work. The project is essentially completed, but
several additional items of extra work need to be
done to bring the addition into compliance with the
code, and to make it more usable by the City's clients.
It is necessary, therefore, to increase the contract
amount by $25,000 to cover the additional work.
