HomeMy WebLinkAboutR-84-0277i-84-155 4 f RESOLUTION NO._ 4 -07�; A RESOLUTION APPROVING THE ISSUANCE OF UP TO $65,000,000 MULTI -FAMILY HOUSING REVENUE BONDS OF THE CITY OF MIAMI TO FINANCE CERTAIN MULTI- FAMILY HOUSING PROJECTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The issuance of up to 565,000,000 multi -family housing revenue bonds by the City of Miami to finance the acquisition and cons- truction of certain multi -family housing projects (the "Projects"), within the City of Miami, Dade County and located at the following sites: A. Melrose Nursery - 2741 Northwest 27th Avenue; B. Police Benevolent Association - 2300 Northwest 14th Street; C. Highland Park - Northwest 8th Street Road, Northwest loth Street, Northwest 11th Street and Northwest 7th Avenue; D. Civic Center - Northwest 18th Street and Northwest 14th Avenue; all to be owned and operated by Related Housing except for the Highland Park Project which will be owned and operated by Circa, Ltd., is hereby approved. FLORIDA INTER -OFFICE MEMORANDUM FROM Dena Spillman, Director Department of Community Development DATE February 20, 1984 FILE SUBJECT Affordable Rental Housing Development Program-TEFRA Compliance Public Hearing REFERENCES City Commission Meeting March 8, 1984 ENCLOSURES It is recommended that the City Commission approve the attached Resolution approving the issuance of up to $65,000,000 Multi -Family Housing Revenue Bonds of the City of Miami to finance certain multi -family housing projects under the City's Affordable Rental Housing Development Program. Through Resolution No. 81-848, the City Commission approved Implementation Guidelines for the Affordable Rental Housing Development Program. The program is expected to assist in the financing of approximately 1,000 new units of rental housing affordable to low and moderate income families. Because proceeds from the sale of tax-exempt Mortgage Revenue Bonds will be used in the financing of project development costs, the federal Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) requires that a public hearing be held in order to provide the opportunity for the public to comment on the proposed project financing plan. Through this memorandum, it is requested that a public hearing be scheduled before the City Commission on March 8, 1984. FLORIDA INTER -OFFICE MEMORANDUM TO Honorable Mayor and Members of the City Commission �e V• FROM ose e4 6 ev< Garcia -Pedrosa City Attorney DATE March 8, 1984 5l•6JECT Resolution Approving lion Dollars Multi -Fa Revenue Bonds of the RECERENCES Item #36, Agenda of ENCLCS'JRE5 This is to inform you of the correct procedures to follow i the public hearing required by the Federal Tax Equity Fiscal Responsibility Act of 1982 (TEFRA). -The public hearing is to provide an opportunity for anyone having an interest in the proposed financing of four multi -family housing projects with the proceeds from the sale of tax exempt bonds, referred to as the "Affordable Housing Program". -An announcement should be made of the commencement of the public hearing. Any persons wishing to speak in favor or against the program should be invited and encouraged to do so. -A staff member should be requested to inquire elsewhere in the building to ascertain if other persons wish to speak at the public hearing and after making such inquiry should report the result s. -A staff member should be available to answer any questions Commissioners may have. -The Proofs of Publications from THE MIA141 NEWS, DIARIO LAS AMERICAS, and THE MIAMI REVIEW should be made a part of the record. -After all persons wishing to speak have been heard, an announcement should be made that the public hearing is concluded.
