A RESOLUTION CONCERNING THE ANNUAL ST.
PATRICK'S DAY PARADE CELEBRATION, WHICH
IS TO BE HELD MARCH 17-18, 1984, CLOSING
CERTAIN STREETS TO THROUGH VEHICULAR
TRAFFIC ON MARCH 17, 1984 FROM 11 A.M.
TO 5 P.M. AND ESTABLISHING A PEDESTRIAN
MALL, SAID STREET CLOSING SUBJECT TO
ISSUANCE OF PERMITS BY THE POLICE DEPART-
MENT AND THE FIRE, RESCUE AND INSPECTION
SERVICES DEPARTMENT; FURTHER ESTABLISHING
THE AREA PROHIBITED TO RETAIL PEDDLERS
DURING THE PERIOD OF THE EVENT; FURTHER
AUTHORIZING THE SALE OF BEER IN BAYFRONT
PARK BETWEEN 11 A.M. AND 6 P.M. ON MARCH
18, 1984 BY REPRESENTATIVES OF THE ST.
PATRICK'S DAY COMMITTEE.
WHEREAS, the St. Patrick's Day Parade Committee has requested
assistance from the City of Miami in connection with the Annual St.
Patrick's Day Parade and Celebration to be held March 17-18, 1984;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and establish
a temporary pedestrian mall, during the St. Patrick's Day Parade,
the following streets are hereby closed to through vehicular traffic
on Sunday, March 17, 1984, during the hours from 11 a.m. to 5 p.m.;
Flagler Street between NW North River Drive and
Biscayne Boulevard;
Biscayne Boulevard, between Flagler Street and
Northeast 4 Street;
such closing of streets being subject to the issuance of permits by
the Police Department and the Fire, Rescue and Inspection Services
Department. Said permit from the Police Department is to be issued
only upon the full approval of the Police Chief after giving all due
consideration to the safety and traffic needs of residents, businesses
and religious institutions in the area for entering and crossing
through said arterials and upon the favorable exercise of the City
Manager's judgment predicated upon all factors set forth herein.
Section 2. Pursuant to the provisions or Ordinance No. 8851,
enacted September 28, 1978, all retail peddler's occupational licenses
issued under the provisions of Chapter 31 of the City Code, as amended,
will not be valid:

(a) in the above designated area of the Parade route and
on North and South First Streets between Northwest North River Drive
and Biscayne Boulevard during the hours from 11 a.m. to 5 p.m. on
March 17, 1984; and
(b) on Biscayne Boulevard between Flagler and Northeast
Fourth Streets during the hours from 11 a.m. to 5 p.m. on March 17,
1984; and
(c) in Bayfront Park, except for the concessionaire
therein currently authorized by the City Commission, during the
hours from 11 a.m, to 6 p.m. on March 18, 1984.
Section 3. The sale of beer in Bayfront Park between 11 a.m.
and 6 p.m. on March 18, 1984, by representatives of the St. Patrick's
Day Parade Committee, is hereby authorized.

ENCLOSURES: One
It is recommended that the Annual St. Patrick's Day
Parade Celebration, to be held March 17-18, 1984,
be granted their request for the closing of certain
streets to through vehicular traffic on March 17,
subject to the issuance of permits by the Police
Department, and the Fire, Rescue and Inspection
Services Department, and further establishing the
area prohibited to retail peddlers during the period
of the event, and authorizing the sale of beer in
Bayfront Park between 11 a.m. and 6 p.m. on March 18,
1984 by representatives of the St. Patrick's Day
Committee, as per the attached resolution.
Representatives of the Annual St. Patrick's Day Parade Celebration
Committee have requested, as in prior years, the assistance of the
City as follows:
1) in order to effectuate safe passage and establish a temporary
pedestrian mall during this event, approval for the closing of
the below described streets to through vehicular traffic on
Saturday, March 17, 1984, during the hours of 11 a.m. to 5 p.m.,
subject to the issuance of permits by the Police Department,
and the Fire, Rescue and Inspection Services Department:
Flagler Street between N.W. North River Drive 4+
and Biscayne Boulevard;
Biscayne Boulevard between Flagler Street and
Northeast 4 Street
2) to establish an area prohibited to retail peddlers during the
period of this event, i.e., parade route and Bayfront Park
3) to authorize the sale of beer in Bayfront Park between the hours
of 11 a.m. and 7 p.m. on March 18, 1984, by representatives of
the St. Patrick's Day Parade Committee.
In that the City has granted similar requests in past years, without
incident, it is the recommendation of this department that all
requests be granted as per the attached resolution.
