A RESOLUTION ACCEPTING THE BIDS OF CONCEPT
WOOD AT A COST OF $95.00; HASNER & ASSOCIATES
PARKS AND RECREATIONAL SYSTEMS, INC. AT A COST
OF $10,926.00; KENT D. SCHWARTZ COMPANY AT A
$3,899.00; LANDSCAPE STRUCTURES, INC. AT A COST
OF $445.00; AND PARK STRUCTURES OF AMERICA, INC.
AT A COST OF $1,400.00 FOR FURNISHING TWELVE
(12) PIECES OF PLAYGROUND EQUIPMENT FOR HADLEY
PARK TO THE DEPARTMENT OF PARKS AND RECREATION
AT A TOTAL COST OF$16,765.00; ALLOCATING FUNDS
THEREFOR FROM THE U.S. DEPARTMENT OF INTERIOR
CONTINGENCY RESERVE FUND, THE STATE OF FLORIDA
RECREATION DEVELOPMENT ASSISTANCE PROGRAM FUND,
AND THE PRIOR YEAR RESERVE FUND; AUTHORIZING
THE CITY MANAGER TO INSTRUCT THE PURCHASING
AGENT TO ISSUE PURCHASE ORDERS FOR THIS
EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received February 3, 1984 for the furnishing of Playground Equip-
ment for Charles Hadley Park to the Department of Parks and
Recreation; and
WHEREAS, invitations were mailed to 26 potential
suppliers and 7 bids were received; and
WHEREAS, funds for this purchase are available in the
U.S. Department of Interior Contingency Reserve Fund, the State
of Florida Recreation Development Assistance Program fund, and
the Prior Year Reserve Fund; and
WHEREAS, this equipment will be used by the Department
of Parks and Recreation for the purpose of providing new playground
equipment for the completion of Hadley Park redevelopment; and
WHEREAS, the City Manager and the Director of the
Department of Parks and Recreation recommend that the bids received
from Concept Wood; Hasner & Associates Parks and Recreational
Systems, Inc.; Kent D. Schwartz Company; Landscape Structures, Inc.;
and Park Structures of America, Inc. be accepted as the lowest
responsible and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section I.. The February 3, 1984 bids of Concept
Wood at a cost of $95.00; llasner & Associates Parks and Recrea-
tional Systems, Inc. at a cost of $10,926.00; Kent D. Schwartz
Company at a cost of $3,899.00; Landscape Structures, Inc. at a
cost of $445.00; and Parks Structures of America, Inc. at a cost
of $1,400.00 for furnishing Twelve (12) Pieces of Playground
Equipment for Hadley Park to the Department of Parks and Recrea-
tion at a total cost of $16,765.00 are hereby accepted with funds
therefor hereby allocated from the U.S. Department of Interior
Contingency Reserve Fund, the State of Florida Recreation Develop-
ment Assistance Program fund, and the Prior Year Reserve Fund.
Section 2. Tha;. the City Manager is hereby authorized
to instruct the Purchasing Agent to issue Purchase Orders for this
equipment.

"It is recommended that the award be made
and a resolution be passed accepting the
most advantageous bids as received from
Hasner & Associates, Kent Swartz Co.,
Concept Wood, Landscape Structures and
Park Structures, for furnishing playground
equipment at a total cost of $16,765."
Pursuant to public notice, sealed bids were received February 3, 1984,
for furnishing playground equipment to the Department of Parks and
Recreation.
The equipment will be purchased from the five (5) bidders as follows:
Hasner & Assoc. $ 10,926
Concept Wood 95
Kent Swartz Co. 3,899
Landscape Structures 445
Park Structures 1,400
This purchase is to be used by the Department of Parks and Recreation
for installation at Charles Hadley Park. The installation will make
it possible to complete the playground at the park. This is in accord-
ance with the redevelopment plan for the park.
Funds are available for this purchase from the Charles Hadley Park
Renovation Capital Improvement Project, jointly funded by the following
sources:

ground redevelopment at Hadley Park.

MINORITY PARTICIPATION: Bid invitations were sent to two (2)
Hispanic firms registered with the City as
being able to supply Playground Equipment.
No Black firms had registered with the City
in that capacity at the time bids were mailed,
however, a Black construction firm did request
and receive a bid package. A "no bid" was
received from one Hispanic business.
BID EVALUATION: The following low bids are not recommended
due to failure to meet specifications:
Item 1: Playstructure:
Concept Wood offers Southern Yellow Pine construction in
lieu of specified Western Softwoods (Red cedar)
Landscape Structures does not provide 64" deck height for
mounting rollerslide as specified.
Park Structures lacks these specified components: 64" deck,
agility net, slide pole and steering wheel.
Item 2: Tireswing
As this item is an additional component to item 1 Play -
structure, height, wood type and holes and fittings must
match Item 1. Therefore these bids are not recommended:
Concept Wood, Hunter-Knepshield, Landscape Structures,
and Park Structures.
Item 6: Playstructure:
Concept Wood offers Southern yellow pine construction in
lieu of specified Western soft woods (Red cedar)
All other bids meet the specifications.
