HomeMy WebLinkAboutR-84-0259J-84-195 4V J'` RFSOLUTION NO. 84 2 )S A RESOLUTION CONCERNING THE THIRD ANNUAL CARNAVAL MIAMI, WHICH IS TO BE HELD MARCH 11, 1984, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC ON SAID DATE DURING THE HOURS FROM 12 NOON TO 11 P.M. AND ESTABLISHING A PEDESTRIAN MALL, SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE DEPART- MENT AND THE FIRE, RESCUE AND INSPECTION SERVICES DEPARTMENT; AND FURTHER ESTAB- LISHING THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT. WHEREAS, the Little Havana Tourist Authority, a nonprofit corporation under the laws of the State of Florida, has been granted assistance from the City of Miami in connection with the Third Annual Carnaval Miami to be held March 11, 1984, by Resolu- tion No. 84-166 on February 9, 1984; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA% Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall, during the Third Annual Carnaval Miami the following streets are hereby closed to through vehicular traffic on Sunday, March 11, 1984 during the hours of 12 Noon to 11 P.M.: Flagler Street and S.W. First Street between Southwest 14th Avenue and 21st Court; such closing of streets being subject to the issuance of permits by the Police Department and the Fire, Rescue and Inspection Services Department. Said permit from the Police Department is to be issued only upon the full approval of the Police Chief after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgment predicated upon all factors set forth herein. Section 2. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, CITY COMMISSION METING OF MAR 8 19FA 8 411,,,.2s S i Iry ICJ. r 4F. February 23, 1984 SV FI.I EC Little Havana Tourist Authority - Carnival Miami Streets closing REFFnENCES- March 8, 1984, City Commission Meeting ENCLCSURES- "It is recommended that in connection with the Little Havana Tourist Autho- rity "Carnival Miami" the following streets be closed to vehicle traffic on March 11, 1984 from 2 p.m. to 11 p.m., 13th Avenue S.W. to 21st Court, 21st Court to Flagler, Flagler to S.W. 1st Street." The Little Havana Tourist Authority will be holding its Third Annual Carnival Miami. Among its events "El Paseo" will feature a traditional parade with floats and decorated vehicles. In order to insure the safety of pedestrians it is necessary to close the above designated streets. The Police Department has already approved the Parade route as well as the streets to be closed in connection with this event. ' Therefore, this department recommends that, by the attached re- solution, the City grant the requested street closure as pre- viously described in order to facilitate this event.
