A RESOLUTION CONFIRMING THE REAPPOINTMENT
OF LESLIE PANTIN, SR. AND ARNOLD RUBIN TO
THE OFF-STREET PARKING HOARD OF THE CITY
OF MIAMI FOR FIVE YEAR TER115 EXPIRING
DECEMBER 2, 1988.
WHEREAS, on January 13, 1984, the Off -Street Parking
Hoard reappointed Mr. Leslie Pant in, Sr. and Mr. Arnold Rubin
as members of the Off -Street Parkinq Board of the City of
Miami, Florida;
NOW, THEREFORE, HE If RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The reappointment of Mr. Leslie Pantin, Sr.
and Mr. Arnold Rubin as members of the Off -Street Parking
Board of the City of Miami, Florida, pursuant to Section
23-A.1 of the City Charter, for a term of five years expiring
December 2, 1988 is hereby confirmed.

Honorable Mayor and Members of the City Commission:
As required in Section 23-A.1 of the City of Miami Charter the Off -Street
Parking Board has reappointed two existing members for a five year term.
The provisions of the City Charter require that the names of the proposed
members be submitted to the City Commission for review and confirmation.
The first recommended appointment is the current Chairman, Mr. Arnold
Rubin. Mr. Rubin has been a member of the Off -Street Parking Board for
twenty years. He was originally appointed as a representative of the
downtown merchants due to his ownership of The Hub department store which
was located on North Miami Avenue. Since that time Mr. Rubin has served
as Vice Chairman for eight years and was elected Chairman in March, 1983,
following the death of Colonel Mitchell Wolfson.
The second appointment is Leslie Pantin Sr. Mr. Pantin is President of
Pantin Insurance Agency. He was appointed to the Board in December,
1982, following the retirement of Marx Cauthen who had served for twenty
two years. Mr. Pantin is an acknowledged community leader. He has
provided strong leadership on the Board during his tenure.
Should members of the City Commission wish to meet with either Mr. Pantin
or Mr. Rubin prior to the City Commission meeting both persons will be
readily available.

A RESOLUTION REAPPOINTING LESLIE PANTIN, SR. TO THE
OFF-STREET PARKING BOARD OF THE CITY OF MIAMI AND
RECOMMENDING TO THE CITY COMMISSION THAT THIS
REAPPOINTMENT BE CONFIRMED
WHEREAS, Mr. Leslie Pantin, Sr.'s term of office as a member of
the Off -Street Parking Board of the City of Miami expired on December 2,
1983; and
WHEREAS, a member shall be named and appointed by the remaining
members of the Board, subject to confirmation by the Commission, for a term
of five years; and
WHEREAS, Mr. Pantin has been performing his duties and
obligations in a conscientious and devoted manner; and
WHEREAS, it is in the best interests of the City of Miami that
Mr. Pantin be reappointed:
NOW, THEREFORE, BE IT RESOLVED BY THE OFF-STREET PARKING BOARD
OF THE CITY OF MIAMI, FLORIDA:
Section 1. Leslie Pantin, Sr. is hereby reappointed as a member
of the Off -Street Parking Board of the City of Miami, Florida, pursuant to
Section 23-A.1 of the City of Miami Charter, for a term of five years which
will expire on December 2, 1988.
Section 2. The Board hereby recommends to the City Commission
that the reappointment of Leslie Pantin, Sr. be confirmed.
