HomeMy WebLinkAboutR-84-0330J-84-297 3/28/84 rr/D-5 RESOLUTION NO.84-330 A RESOLUTION ESTABLISHING A NINE -MEMBER SELECT ADVISORY COMMITTEE TO CONDUCT A REVIEW OF APPLICATIONS FOR THE POSITION OF CITY ATTORNEY INCLUDING PERSONAL INTERVIEWS OF THE APPLICANTS; APPOINTING INDIVIDUALS TO SAID COMMITTEE AND DESIGNATING THE CHAIRPERSON THEREOF; FURTHER REQUESTING SAID COMMITTEE TO: (A) FOLLOW CERTAIN CRITERIA IN ITS CONSIDERATION; (B) REPORT TO THE CITY COMMISSION BEFORE APRIL 15, 19849 THE FORMAT IT WILL USE IN MAKING ITS RECOMMENDATIONS; (C) RECOMMEND NO LESS THAN THREE AND NO MORE THAN FIVE APPLICANTS FOR SAID POSITION, AND (D) CONCLUDE ITS PROCESS, IF POSSIBLE, BEFORE MAY 15, 1984. WHEREAS, Jose Garcia -Pedrosa, the City Attorney, has announced that he will resign from his position effective June 30, 1984; and WHEREAS, in the past, the City Commission has followed, with success, the practice of making its appointment of the City Attorney from a list of applicants who have been recommended by a "select" or "blue ribbon" committee comprised of prominent persons in the legal profession; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. A nine -member Select Advisory Committee is hereby established to conduct a review of applications for the position of City Attorney including personal interviews of the applicants. The Committee shall establish its own rules and guidelines; however, the Committee is requested to consider, as a minimum, the following criteria and qualifications: (A) Member of the Florida Bar, with a minimum of five years practice of law. (B) Experience in the practice of municipal law or experience in representing federal, local or state governments. (C) Administrative or supervisory experience CITY COMMISSION within a bureaucratic structure. MEETING OF MAR 2 19 �---330. RESOLUIiu.­_ REMARKS (D) Wide range of civil practice with due g significance being given to expertise in matters dealing with torts, land use and contracts. (E) Demonstrated sensitivity to social process including the area of international law and issues of affirmative action and civil rights. The Committee is requested to report to the City Commission before April 15, 1984 the rules, guidelines and procedure it ` will use in making its recommendations. The Committee is hereby further requested to recommend no less than three and no more than five applicants to the City Commission by May 159 19849 if possible. Section 2. The following individuals are hereby appointed as members of the said Select Advisory Committee: 1. Talbot ("Sandy") D'Alemberte, recently appointed Dean of the Florida State University School of Law 2. President of the Florida Association for Women Lawyers, Dade County Chapter, or designee thereof 1 3. George F. Knox, former City Attorney of the City of Miami 4. President of the Black Lawyers Association, or designee thereof 5. Dean of the Nova University School of Law, or designee thereof 6. Soia Mentschikoff, former Dean of the University of Miami School of Law 7. President of the Cuban -American Bar Association, or designee thereof B. President of the Dade County Bar Association, or designee thereof 9. Dean of the University of Miami School of Law, or designee thereof Section 3.
