A RESOLUTION OFFICIALLY ACCEPTING THE
ATTACHED CITY CLERK'S CERTIFICATION AND
DECLARATION OF THE RESULTS OF THE SPECIAL
MUNICIPAL ELECTION HELD ON MARCH 13, 1984
IN WHICH THE ISSUANCE OF $20,00090OO
POLICE HEADQUARTERS AND CRIME PREVENTION
FACILITIES GENERAL OBLIGATION BONDS OF
THE CITY OF MIAMI, FLORIDA, WAS APPROVED
BY THE ELECTORATE; FURTHER AUTHORIZING
AND DIRECTING THE PROPER CITY OFFICERS TO
PERFORM ANY AND ALL INCIDENTAL DUTIES AND
TO TAKE APPROPRIATE PROCEEDINGS IN
CONNECTION WITH THE ISSUANCE OF SAID
POLICE HEADQUARTERS AND CRIME PREVENTION
FACILITIES BONDS, AS REQUIRED BY LAW.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Commission hereby officially
accepts the attached City Clerk's Certification and
Declaration of the results of the Special Municipal Election
held on March 13, 1984 in which the issuance of $20, 000, 000
Police Headquarters and Crime Prevention Facilities General
Obligation Bonds of the City of Miami, Florida, was approved
by the electorate.
Section 2. The City Commission hereby declares:
(a) with respect to said Police Headquarters
and Crime Prevention Facilities bonds of the City of Miami,
said election was duly called and properly held and notice
thereof was duly given in accordance with law and Ordinance
No. 9788, adopted January 26, 1984, entitled:
"AN ORDINANCE PROVIDING FOR THE
HOLDING OF A SPECIAL MUNICIPAL
ELECTION IN THE CITY OF MIAMI,
FLORIDA, ON MARCH 13, 1984,
WITH RESPECT TO THE ISSUANCE OF
$20, 000, 000 POLICE HEADQUARTERS
AND CRIME PREVENTION FACILITIES
BONDS.";

REMARKS.
(b) all steps in connection with said bond
election were duly, regularly and lawfully taken and had, and
all applicable provisions of the Constitution and Statutes of
the State of Florida and of said Ordinance have been fully
complied with;
(c) the inspectors and clerks of each
election precinct in the City have duly made returns of the
results of the election in each such precinct on the
question submitted at said election;
(d) at said election there was submitted to
the qualified electors of the City of Miami, Florida, the
following question:
"Shall the City of Miami,
Florida, issue Bonds in an
aggregate principal amount not
exceeding $20,000,000 under
Ordinance #9787 to pay the cost
of POLICE HEADQUARTERS AND
CRIME PREVENTION FACILITIES. at
one time or from time to time
and to mature in annual
installments 2 to 20 years,
inclusive, after the date of
issuance of the respective
bonds, with interest at lawful
statutory rates, payable from
unlimited ad valorem taxes?"
(e) the attached schedule correctly shows the
number
of
each of the election precincts
in the
City of
Miami,
the
number of electors entering the
voting
machine
booths
for
the purpose of voting, the number
of votes
cast by
qualified
electors on the question for the
bonds,
and the
number
of
votes cast by qualified electors
on the
question
against the bonds;
(f) each qualified elector of the City of
Miami was given the opportunity of voting for or against the
issuance of said Police Headquarters and Crime Prevention
Facilities bonds.
Section 3. With respect to the question set forth above
concerning the said Police Headquarters and Crime Prevention
Facilities bonds, it is hereby found and determined that

votes were cast by qualified electors in favor of the
issuance of said Police Headquarters and Crime Prevention
Facilities bonds; that 14,793 votes were cast by qualified
electors against the issuance of said Police Headquarters and
Crime Prevention Facilities bonds; and the Commission hereby
declares and certifies that the issuance of the $20,000,000
Police Headquarters and Crime Prevention Facilities bonds of
the City of Miami was approved by the qualified electors of
the City of Miami at such bond election and that the total
number of votes on the question in said bond election in said
voting precincts was 31,984 ; and that a majority of the
votes on the question in said bond election in said voting
precincts was in favor of approving the issuance of said
Police Headquarters and Crime Prevention Facilities bonds.
Section 4. The proper officers of the City of Miami are
hereby authorized and directed to perform any and all
incidental duties and to take appropriate proceedings in
connection herewith as required by law for the issuance of
the aforesaid Police Headquarters and Crime Prevention
Facilities bonds.

I further certify that a post -election Logic & Accuracy
test was conducted after all precincts had reported, which
verified the continued accuracy of the computer.
III. PRE -ABSENTEE BALLOT TEST.
I certify that a pre -Absentee Ballot Logic and Accuracy
test was conducted on November 13, 1983, which verified the
continued accuracy of the computer.
