Y CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Howard V . Gary City Manager FROM: Donald W. Cather P1'Sre c t o r—o f Lebqco s DATE: January 3$, 1984 SUBJECT: Inclusion of S.W. Project in Latin Grant Projects REFERENCES: ENCLOSURES: FILE: 17 Avenue Quarter E.D.A. In October of 1968, Metropolitan Dade County initiated a project to widen and rebuild S.W. 17 Avenue from West Flagler Street to South Dixie Highway (U.S.1) and numbered it County Project No. 8623. In May of 1979, The City of Miami in conjunction with The Little Havana Development Authority, Inc. submitted a grant request to The Economic Development Administration for certain Public .-lorks Projects i,,ithin the Latin Quarter Area (roufJhly bounded big il.W 1 Street, S.1,1. 9 Street, ;%I. 12 I -.venue and 17 "Ivenue) . One of the projects included era: -the County's 1'i : 'erlue = roiect which still had not been built. The porticn of that, project'- con- struction costs e.pl.licable to the part ;ritl:in _:7c Lug. i.r. ':u, rter I_rea were included as local inatchin;~ fur;dc 'v;itll ,hc COtant','' r.crmi sicn. Those costs are estiJnate6 (as of April, l(9°-') at 11-764, oo, c;668,450 of which is the minimum local match needed to receive the remaining $1,002,650 of E.D.A. funds required to balance the project budget. Right-of-way acquisition costs for the S.W. 17 avenue project are not eligible as local matching funds and therefore since ccnstruc- tion is being delayed by the community's opposition to this riyht- of-way acquisition; it will be necessary to request another grant extension from the E.D.A. should construction not commence by Sep- tember, 1984. If for any reason, construction costs of at least -668,450 from the S.11. 17 Avenue project cannot be included as local match, the City will have a shortfall of approximately $1,002,650, ;hich has already been spent, or is encumbered by contract.
