31,000 Bond requirement
Ile at Add Fire Inc. have several clients who wish to have fireworks
displays in the near future. The most immediate one is for the
Marriott Hotel Chain at the Miami i`larriott hotel on Biscayne Bay on
February 12, 1984.
Ile are reqluesting that the commission approve our shootin of aerial
fireworks for this event after the hour of 9 PIN and before 11 PN.
Our permit application will read, "to be completed prior to 11 11:�1jl
Additionally, we would request that the 9 Pi-1 curfew be chan;;ed to
be consistent with and parallel to the city's "noise" ordinance, which
is 11 PM. It appears that the commission may have overlooked the fact
that display fireworks companies have been singled out as the only
companies restricted to not do business between the hours of 9P:-1 and
11 PM in the City of Miami.
In as much as it is time consuming for the commission and both time
consuming and costly for fireworks display operators to tend to these matters
at commission meetin;s, we would suggest that the ordinance be changed to
comply with the city's "noise" ordinance of 11 P:•1 and allow later
displays with commission approval.

i If the commissioners are concerned with knowing when fireworks
displays are to occur, a much more simple, effective and efficient
way would be for the Fire Chief to send a memo to the Commissioners
through the City Manager at the time of the permit issue.
It is truly frustrating to be a native of this Greater iiami area, to
love it and support it, and be confined with such limits. I'm sure that
many of your experiences with fireworks displays have only been the
production of a quantity of fire, noise and smoke. But, a good fireworks
display can be an emotional and aesthetic event, and does not have to be
so noisy. I have several wonderful ideas for the Greater :,Iiami area,
but ordinances such as this one cause much anxiety and I'm quite reluctant
to pursue them. Please consider changing the fireworks ordinance to
allow us to work until 11 PM. v
Also, as a condition of receiving a permit for a fireworks display,
there is a requireiaent for both a '1111,000 bond and `'1,000,000 of
insurance. The bond really does-nt i, acoraplish 111.ything as long as there is
insurance cover�.ge. Your risk ma.na.gemc13.it section should agree with this.
Please consider dropping the bond requirement on fireitiorks displays.
