Krause Director Department of Human Resources DATE: March 23, 1984 FILE: SUBJECT: Request to use EL HERALD for Police Advertising REFERENCES: ENCLOSURES: I am writing so seek City Commission approval to use EL MIAMI HERALD for police recruitment. The Police Department has requested a new Civil Service register for Police Officers with an Applicant pool of 2,000 names. We have a July 1 deadline. We started a 1984 Police recruitment drive on February 13 with a closing date:. of April 20, 1.9841 1,784 notification cards were mailed to person: i•,ho had (j.,prest3ud an interest since the close of the l.ca.s't cruatmcI-it:. To datu only 100 applicants have come to apply as a result of Meting notified by the card. system. We arc, now in the middle of the sixth week of the recruitment and a total of 376 applicants have been processed. This averages to 63 appl-icants per wc,e}; and indicates an unusually slow response to our recruitment efforts. Our previous Police advertising showed that our two best sources were EL HERALD and THE MIA14I TIMES. We are still getting good Black applicants from our TIMES ads. Two-thirds of all hispanic applicants who responded to media ads in the past were recruited through EL HERALD. If our advertising is unsuccessful at the close of our campaign on April 20, we will have to recruit again later in the year. We suggest Commission approval to use EL HERALD for Police recruiting whenever necessary to attract sufficient Hispanic applicants. MS/ng t MaT/ON 84- 3 74.
