Gary REFERENCES: City Manager ENCLGSURES Prior to the City Commission entering into this year's agreement with the South Florida CETA Consortium for job training, I informed you that the City's liability would significantly increase due to a change in Federal regulations. Specifically, I informed you that the City would have to advance funds for this program and reimbursement would be dependent upon the City and Community Based Organizations (CBO's) attaining specified benchmarks (enrollments & job placements). I also informed you that this change exposed the City considerably due to the inability to pay stipends for some of the participants and that the economy and job ccrarket rears in such a condition th,3t benchmarks could not be- achieved. If you will. recall, I sure steci that, wera:turr7 tic funds with a request to the Federal, Government to utilize i t:, prs:vi ous guidelines due to this anticipated failure rate and the resultant exposure to the taxpayers. The Commission agreed that the changes would malce our success difficult, but felt that the Commision could not return Federal job funds when so many people were out of work. Attached is a status report on the City's Comprehensive Job Training Program. As we expected, we have been having great difficulty in meeeting some of our benchmarks. In view of these problems we have implemented some changes in the program in an effort to meet as many of the benchmarks as possible. Comprehensive Job Training Program REFERENCES: ENCLOSURES: One Our Comprehensive Job Training Program (JTPA) is under a performance based contract with the Consortium for the period 10/1/83 to 6/30/84. The cash to pay for all program expenditures is advanced by the City. The Consortium reimburses us for attainment of specified performance "benchmarks", including job placement and retention of participants for at least 30 days after placement. As we expected, we have been having great difficulty in recruiting participants for ESOL (English) and Remedial Ed, training because we cannot pa-,, them a training allowance under JTP!? . 01) the other hand, ve, have found that on -the --job training (OJT) is in demand. be- cause OJT provides direct economic benefits for participants and employers. We believe that we can enroll 25 participants in ESOL at Garces Com- mercial College and 25 in Remedial'Ed. at JESCA by the end of this month. Since ESOL and Remedial Ed. generally take at least four to five months to complete, we will not be able to place in jobs most of these 50 participants by June 30, 1984. Our subcontracts with Garces and JESCA provide for enrollment of up to 96 and 50 participants, respectively. Given the recruitment pro- blems and time constraints I have described, I have instructed the staff to limit enrollment to 25 at Garces and 25 at JESCA and to con- vert the balance of the slots (71-Garces; 25-JESCA) to OJT slots. Our average OJT time is 8-10 weeks, and we can reduce it to 4 weeks, if necessary, to try to maximize job placements. You should be aware that limiting Garces and JESCA to 25 slots each may impact on them, particularly, the latter. JESCA usually cost - allocates their fixed costs among expected revenues. Unless we maximize job placements by converting ESOL and Remedial slots to OJT slots, the program is bound to fall far short of its goal of 208 job placements. This would impact upon our capacity recover the funds advanced by the City for program expenditures. Enclosed is a sheet with pertinent information about each of the training activities in our Comprehensive Job Training Program. Ed. to COMPREHENSIVE JOB TRAINING PROGRAM TRAINING ACTIVITIES On -the -Job Training: Participants receive an average of 8-10 weeks of training on the job at entry level salary. Program reimburses employers up to 50% of salary cost. Employers agree to retain trainees after completion of OJT. As of 2/6/84, 36 slots have been filled. Increase from 80 slots to 176. ESOL-OJT: Participants to receive 20 weeks of intensive English at Garces Commercial College, followed by up to 10 weeks of OJT. Transportation allowance only during ESOL phase. It takes at least 20 participants to start a class at Garces. As of 2/6/84, 10 persons have been selected and are awaiting start of classes. Re- duce from 96 slots to 25. Remedial Ed. - OJT: Participants receive GED training at JESCA using Contro].�l?ata' S "Plato System". Participants progress at their own individual rate. Gl:1D training is followed by up to 10 weeks of 0. T. Trarispoa_tation allowance only during GED phase. As of 2/0/84, 3 participants havc been cnrol.led. Reduce from 50 slots to 25. Occupational Skills Training: As of 2/6/84, 30 out of 40 slots have been filled with Dental Assistant Trainees at Martin Technical College. Training lasts for 20 weeks. Transportation allowance only.
