A RESOLUTION AUTHORIZING THE ANNUAL, PURCHASE
OF APPROX.TMAT1ELY 20,000 TONS OF ASPHALTIC
CONCRETE ON AN AS NEEDED BASIS FROM THOSE
SUPPLIERS UNDER EFFECTIVE CONTRACT WITH
METROPOLITAN DADE COUNTY, FOR TIIE DEPARTMENT
OF PUBLIC WORTS AT A TOTAL PROPOSED FIRST
YEAR COST OF $475,000.00; ALLOCATING FUNDS
THEREFOR FROM GENERAL OBLIGATION BOND FUNDS,
THE 1983 GAS TAX FUND, AND THE 1983-84
OPERATING BUDGET OF TI1AT DEPARTMENT; AUTHOR-
IZING THE CITY MANAGER TO INSTRUCT THE
PURCHASING AGENT TO ISSUE PURCHASE ORDERS
FOR THESE MATERIALS, SUBJECT TO THE AVAIL-
ABILITY OF FUNDS.
WHEREAS, the Department of Public Works is responsible
for all emergency and routine repairs of City streets as needed,
and Asphaltic Concrete is the required medium for pavement and
road base repairs; and
WHEREAS, Metropolitan Dade County competetively bids
and formally at -lards a Contract each year for the furnishing of
Asphaltic Concrete to itself, municipalities and governmental
agencies County-V i.de; and
PdI11ER1EAS, due to industry price fluctuations and varia-
tions in plant site destination charges, the Contracts are
awarded to several suppliers, with orders going to the Contractor
having the lowest price per ton at the time of need; and
WHEREAS, it is most advantageous to the City to achieve
and realize the pricing economies afforded by use of the widely
scoped Dade County Contracts, and
WHEREAS, these contracts constitute responsible and
responsive bids that meet the City's requirements for these herein
materials; and
WHEREAS, there is a currently effective Metropolitan
Dade County Contract, No. 9787, with General Asphalt Company, Inc.,
Brewer Company of Florida, Inc.,Pavex, Inc., U.S. Asphalt Company,
and Pan American Construction Company for the supply of these
materials; and

WHEREAS, these materials will be used by the Depart-
ment of Public Works for the purpose of repairing City streets
as required annually; and
WH-,:,EAS, funds for the first year purchase are avail-
able in the General Obligation Fund, the 1983 Gas Tax Fund, and
the 1983-84 Operating Budget; and
WHEREAS, the City Manager and the Director of the Depart-
ment of Public Works recommend that the annual purchase of these
materials, as needed, from those suppliers under effective Contacts
with Metropolitan Dade County be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. That the purchase of approximately 20,000
tons of Asphaltic Concrete annually, on an as needed basis, from
those suppliers under effective Contracts \,:ith Metropolitan Dade
County for the Department of Public T•;or?;s, at a total_ proposed
first year. Cost: of $475,000.00 is funds
therefor hcrcbv allocated. from the General Ohl.igat..i_on }pond Fund,
the 1983 Gas Tax Fund and the 1983-84 Operating Budget of that
Department.
Section 2. That the herein approval, acceptance and
authorization is contingent upon the continued existence of
completed competitive bid procedures implemented by Metropolitan
Dade County for sources of supply of these herein materials.
Section 3. That the City Manager is hereby authorized
to instruct the Purchasing Agent to issue Purchase Orders for
these materials subject to the availability of funds.

It is recommended that a resolution be passed
authorizing the purchase, on an as -needed
basis, of approximately 20,000 tons of asphaltic
concrete, under a Metropolitan Dade County
multiple contract, from General Asphalt Company,
Inc.; Brc_nver Company of 1,lorida, Inc,. ; Pavex;
U. S. Asphalt; and Pan American Consti:.-uction
Company -- at a total estimated. cost-. of $475,000.
The Department of Public Vorks has requested the purchase of
approximately 20,000 tons of asphaltic concrete hot mix, on
an as -needed basis, to be used to make routine and emergency
street repairs in the pavement and base of streets within the
City of Miami as required.
Metropolitan Dade County receives bids and awards contracts
_ for material on a Countywide basis, which enables cities and
other governmental agencies to receive more advantageous prices
and also save the cost of advertising and mailing.
The material is available on a Metropolitan Dade County contract,
Bid No. 97-87, on a multiple award made to General Asphalt
Company, Inc.; Brewer Company of Florida, Inc.; Pavex; U. S.
Asphalt; and Pan American Construction Company.
The effective period of the contract is February 1, 1984 through
January 31, 1985. Purchase orders made under this bid will
only be effective during the time period that the contract
is in force.
Purchase orders are to be issued to the lowest bidder after
adjustments are made for escalation/de-escalation and distance
to the plant site. The present low bidder is Pan American
Construction Company.
Funds for the purchase of the asphaltic concrete are available
in the departmental operating budget, general obligation bond
fund, and gas tax. Funds are available at a total estimated
cost of $475,000.
