A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $10, 000 FROM SPECIAL PROGRAMS AND ACCOUNTS, QUALITY OF LIFE FUND, IN SUPPORT OF THE STAGING OF THE 4 DAY CARNIVAL FAIR TO BE HELD APR IL 5, 6, 7 AND 8, 1984 BY THE CUBAN MUNICIPALITIES FAIR CORP.; ALSO ALLOCATING $2,988 FROM SAID ACCOUNT TO COVER THE RENTAL FEE FOR THE USE OF ORANGE BOWL PARKING LOTS W3, N2, N3, AND THE NORTH END OF PARKING LOT N1; WAIVING MISCELLANEOUS PERMIT FEES IN CONNECTION WITH SAID CARNIVAL; SAID ALLOCATION AND WAIVER BEING CONDITIONED UPON COMPLIANCE WITH CITY OF MIAMI ADMINISTRATIVE POLICY NO. APM-1-B4, DATED JANUARY 24, 1984. WHEREAS, the Cuban Municipalities Fair Corp. is a worthy community association which has rendered valuable services to the Cuban community; and WHEREAS, the Cuban Municipalities Fair Corp. desires to hold a 4 day Carnival Fair and utilize the earnings therefrom for works of charity and welfare; and WHEREAS, the City Commission approved Motion No. 84-271, on March 6, 1984, authorizing expenditure of an amount not to exceed $10,000, which sum shall include the use fee for certain Orange Bowl parking lots in support of this event, and by Motion 84-17 adopted January 19, 1984 which also approved a waiver of miscellaneous permit fees in connection with the staging of the carnival; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An amount not to exceed $10,000 is hereby allocated from Special Proqrams and Accounts, Quality of Life Fund, in support of the staging of the 4 day Carnival Fair to be held April 5, 6, 7 and 8, 1984 by the Cuban Municipalities CITY COMMISSION MEETING OF APR 196 REPc":P.fik$. Fair Corp., and an amount not to exceed $2,988 is also hereby allocated from said Account to cover the cost of the rental fee of Orange Bowl Parking Lots W3, N2, N3, and the North end of Parking Lot N1. Section 3. The waiver of miscellaneous permit fees, Fire, Rescue and Inspection Services Department Inspection and Permit Fees, Planning Advisory and Zoning Hoards Permit Fees, Parks and Recreation Department Showmobile Fees, is also hereby approved. Section 3. The herein allocation and waiver is conditioned upon compliance with City of Miami Administrative Policy No. APM-1-84, dated January 24, 1984. Exile to submit: a. strict accounting of their operating budget" The City Commission, by Motion 84--17 on January 19, 1984, approved the staging of the Carnival Fair by the Cuban Municipalities in Exile, authorized the City Manager to allocate an amount equal to the use fee for the Orange Bowl for a four day weekend in April and authorized the waiver of all permit fees in connection with the staging of said. event, with the condition that the Cuban Municipal- ities submit a strict accounting of their operating budeget, prepared by a reputable accounting firm. The Department of Parks and Recreation recommends that the attached resolution, allocating $2, 98 8 for this event and waiving an amount not to exceed $2,120 in miscellaneous permit fees as follows, be approved: Fire Department Inspection and Permit Fees $ 770 Planning and Zoning Boards Permit Fees $ 950 Parks and Recreation Department Showmobile.Fees $ 400 Total $2,120 It is also recommended that this organization's request for an addi- tional $20,000 be denied as it is anticipated that the festival will return a profit without further financial help.
