RESOLUTION NO. 84-394.
A RESOLUTION INCREASING THE BUDGET OF THE
CURTIS PARK ELDERLY MEALS FACILITY FROM
$300,000 TO $571.,620 BY ALLOCATING $271,620
TO SAID PROJECT BUDGET, OF WHICH $80,000 IS
TO BE ALLOCATED FROM THE COMMUNITY DEVELOP-
MENT JOBS PROGRAM FUNDS AND $191,620 FROM
COMMUNITY DEVELOPMENT BLOCK GRANT CONTINGEN-
CIES.
WHEREAS, on June 9, 1983, the City Commission by Resolution
No. 83-468, authorized the City Manager to submit a grant
application to the U.S. Department of Housing and Urban Develop-
ment for the proposed Community Development Jobs Program during
1983-84; and
WHEREAS, the City Commission, by Ordinance No. 9631, adopted
June 9, 1983, appropriated said anticipated grant funds; and
WHEREAS, $300,000 of said funds were set aside for the design
and construction of an elderly meals facility in Curtis Park, and
WHEREAS, it was subsequently learned that an additional
$271,620 was necessary for said project;
NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The budget for the design and construction of
the Curtis Park elderly meals facility is hereby increased from
$300,000 to $571,620.
Section 2. Funds are hereby allocated as follows to cover
the cost of the $271,620 increase:
$80,000 Community Developiront Jobs Program funds
$191,620 Community Development Block Grant Contingencies.

ENCLOSURES:
It is recommended that the City Commission
increase the budget for the design and
construction of an elderly meals facility
in Curtis Park by allocating $271,620,
$80,000 of said allocation is available
from the Ccnununity Development Jobs Program
funds and $11-11,620 from Conunun.ity Development
Block Grant: contince.ncies, per the attached
resolution.
On June 9, 1983 by Resolution 83--468, the City Commission authorized
the City Manager to submit a grant final statement to the U.S.
Department of Housing and Urban Development requesting $2,761,000
for the City's Community Development Jobs Program.
As part of the program, $300,000 was set aside for the design and
construction of an elderly meals facility to be constructed in
Curtis Park to ,-ccc.,'odate Allapattah Community Action, Inc. since
the facility presently being used is too small and inadequate.
Accordingly, a Competitive Selection Committee was established and
on December 8, 1983,by Resolution 83-1151, the City Commission
approved the City Manager's selection of the most qualified firms
to provide professional services for the design and construction
of the elderly meals facility and authorized the City Manager to
negotiate an agreement beginning with the highest ranked firm.
Subsequentiv, we reviewed the user's work program, the existing
facility and discussed the requirements for the new facility with
the user. Utilizing new construction estimates for similar
facilities, the current budget of $300,000 would only support a
facility approximately the same size as the existing facility
which is 3800 s.f., including architectural/engineering fees,
site work and paving, and project and incidental expenses.

At the time the City Commission set aside $300,000 for
the facility,
the intent of the City Commission was to provide funds
to build a
facility larger than the existing one. Allapattah Community Action,
Inc. currently serves lunch in three separate sittings.to

people.
In order to accommodate the work program activities required
under
our current contract, staff estimates that the facility
would
have
to be approximately 7700 sq. ft., as follows:

Using standard architectural estimates for similar facilities, the
construction cost of a facility this size is estimated at $466,620
(approximately $60.60/s.f.).
The cost for architectural/engineering fees, project and incidental
costs, site work, paving and street improvements are estimated at
$105,000.
It is therefore estimated that the facility would cost $571,620 or
an additional $271,620. Of the additional amount, ;80,000 is
available from the Community Development Jobs Program and $191,620
from Community Development Block Grant Contingencies.
Since Jobs Program monies must be spent by December 1984, Commission
approval of the increased budget is requested in order that we can
proceed to negotiate a professional services agreement and expedite
construction.
