PASSED AND ADOPTED this 5th day of April , 1984. Maurice A. Terre MAURICE A. FERRE MAYOR CITY COMMISSION MEETING OF APR g5 . 941 EP,in.lifiS ATTEST: PREPARED AND APPROVED BY ROBERT F. CLARK, DEPUTY CITY ATTORNEY APPROVED AS TO FORM AND CORRECTNESS: R. GARCIA-PEDROSA, CITY ATTORNEY 72 CITY OF MIAMI, FLORIDA f INTER -OFFICE MEMORANDUM TO. Howard V. Gary City Manager DATE: February 27, 1984 FILE. SUBJECT: Curtis Park Meals Facility FROM: Dena Spillman, Director REFERENCES: March 8th Commission Agenda Department of Community Development ENCLOSURES: It is recommended that the City Commission increase the budget for the design and construction of an elderly meals facility in Curtis Park by allocating $271,620, $80,000 of said allocation is available from the Ccnununity Development Jobs Program funds and $11-11,620 from Conunun.ity Development Block Grant: contince.ncies, per the attached resolution. On June 9, 1983 by Resolution 83--468, the City Commission authorized the City Manager to submit a grant final statement to the U.S. Department of Housing and Urban Development requesting $2,761,000 for the City's Community Development Jobs Program. As part of the program, $300,000 was set aside for the design and construction of an elderly meals facility to be constructed in Curtis Park to ,-ccc.,'odate Allapattah Community Action, Inc. since the facility presently being used is too small and inadequate. Accordingly, a Competitive Selection Committee was established and on December 8, 1983,by Resolution 83-1151, the City Commission approved the City Manager's selection of the most qualified firms to provide professional services for the design and construction of the elderly meals facility and authorized the City Manager to negotiate an agreement beginning with the highest ranked firm. Subsequentiv, we reviewed the user's work program, the existing facility and discussed the requirements for the new facility with the user. Utilizing new construction estimates for similar facilities, the current budget of $300,000 would only support a facility approximately the same size as the existing facility which is 3800 s.f., including architectural/engineering fees, site work and paving, and project and incidental expenses. 84-394 - Howard V. Gary City Manager 2 February 27, 1984 At the time the City Commission set aside $300,000 for the facility, the intent of the City Commission was to provide funds to build a facility larger than the existing one. Allapattah Community Action, Inc. currently serves lunch in three separate sittings.to 330 people. In order to accommodate the work program activities required under our current contract, staff estimates that the facility would have to be approximately 7700 sq. ft., as follows: Dining area -building code 4950 s.f. requires a minimum of 15 sq. ft. per person X 330 people (would also serve as recreation area for bingo, dancing, etc.) Serving Kitchen 200 s.f. Bathrooms 400 s.f. Administrative offices 360 s.f. for 3 staff @ 120 s.f. each Secretarial & reception area 80 s.f. 1 multi purpose storage space 80 s.f. Ceramics classroom 500 s.f. Kiln room 35 s.f. Classroom for english classes & citizenship 400 s.f. classes Mechanical, electrical, telephone rooms and 700 s.f. circulation space Total 7705 s.f. Using standard architectural estimates for similar facilities, the construction cost of a facility this size is estimated at $466,620 (approximately $60.60/s.f.). The cost for architectural/engineering fees, project and incidental costs, site work, paving and street improvements are estimated at $105,000. It is therefore estimated that the facility would cost $571,620 or an additional $271,620. Of the additional amount, ;80,000 is available from the Community Development Jobs Program and $191,620 from Community Development Block Grant Contingencies. Since Jobs Program monies must be spent by December 1984, Commission approval of the increased budget is requested in order that we can proceed to negotiate a professional services agreement and expedite construction.
