HomeMy WebLinkAboutR-84-0377Y RESOLUTION NO. 84-377 A RESOLUTION ACCEPTING AND APPROVING THE CONCRETE TRASH RECEPTACLE DESIGN BY SPILLIS CANDELA AND PARTNERS WITH MINOR MODIFICATIONS AS APPROVED DY THE CITY MANAGER; AND AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS FOR UP TO 500 SUCH TRASH RECEPTACLES FOR USE IN COMMERCIAL DISTRICTS THROUGHOUT THE CITY OF MIAMI. WHEREAS, the City Commission has expressed a desire to purchase new trash receptacles which will enhance the aesthetic quality of commercial districts, as well as provide convenient and durable service; and WHEREAS, the architectural firm of Spillis Candela and Partners has designed the subject trash receptacle for use at the downtown I•ietromover stations; and WHEREAS, the City Administration has evaluated a wide variety of trash receptacle designs and concluded that the Spillis Candela design is most desirable, with minor modifications related to overall size, finish, color, hinge and locking mechanisms; and WHEREAS, funds for the purchase of such trash receptacles are available from the 1970 Pollution Control Bond Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission accepts and approves the concrete trash receptacle design by Spillis Candela and Partners with minor modifications as approved by t}re City Manager. Section 2. The City Mlanager is hereby authorized to advertise and receive bids for up to 5-00 such trash receptacles for use in commercial districts throughout the City of Miami. It is recommended that a prototype concrete trash receptacle, especially designed and fabricated for the downtown people mover stations, be inspected and tested by the City of Miami for po^sible purchase and use throughout all commercial districts. The committee met most recently on January 25, 19811, and agreed upon the following recommendations. 1. Needs Assessment: 500 containers should be purchased to completely service the downtown and neighborhood business districts. 2. Type of Container: Research by this department and DDA has concluded t at tEere is no manufactured trash receptacle on the market today which meets our standards for aesthetic "—q l ty_as well as the following standards for function and durability: A concrete container is preferable to metal or fiberglass because concrete is substantially more durable and would not need to be removed from the street during hurricane warnings. The Sanitation Department estimated that the metal containers currently in use would have to be replaced 4-5 times within the average life span of one concrete container. An acceptable trash receptacle must have a lid completely covering the container to provide protection from rainwater and prevent large items from being deposited. Openings between the container and lid should be no larger than necessary to accommodate a pedestrian's hand with normal litter. The lid must be securely locked to the container. Gary City Manager March 23, 1984 The inside of the container should be dimensioned to closely fit a standard metal liner, and drainage holes should be provided in the bottom. We are developing two alternative designs for concrete trash receptacles which could be put to bid for custom fabrication. Either of these two alternatives could be produced in a number of colors and finishes, and could be imprinted with the City logo. I. The preferred design was created by Spillis Candela and Partners as a part of their contract for design of downtown people mover stations. This is the one for which r.c have a scale model. and a full scale prototype scheduled to be delivered to City Hall during the iveek of Parch 26. The prototype was produced for testing by the City 4-;i.th part.icui r attention to the hinc,e and locking Modification-) to the design can be made for final production. II. In the event that, the Spillis Candela design cannot be executed, we have been working ;=,,ith DDh on an alternative design, consisting of a simple concrete cylinder base and a metal dome top (drawings attached). We can prepare specifications to bid this design, except that each bidder would have to be responsible for developing an acceptable mechanism for connecting the lid to the base. A third alternative, which was suggested by the Sanitation Department some time ago, is to purchase a metal trash receptacle which is manufactured by the Mills Engineering Company, (see attached catalog description). This receptacle should only be considered as a short term replacement for those existing trash receptacles that must be replaced immediately. It is not recommended as a solution to the need for City-wide business district trash receptacles because of a lack of aesthetic quality and long term durability. 3. Cost of Containers: Following are cost estimates for each of e alternatives: I. Spillis Candela design with concrete lid $400 ea. II. Alternate concrete container design with metal lid $400 ea. The unaudited balance estimate was $808,935 as of 9/30/83. The purchase of 500 trash receptacles would total approximately $200,000 for either of the two concrete designs. 5. Implementation Time Frame: I.
