FLORIDA INTER - OFFICE MEMORANDUM DATE Department of Community Development Flagami SUBJECT. Urban Development Action Grant REFERENCES April 26 Townhall Meeting Agenda: ENCLOSURES April 11, 1984 Update ! ., • , FILE• The Department of Community Development was given the responsibility of soliciting and processing Urban Development Action Grant ('►PAG) applica- tions approximately seven months sago. Since that time, the U.S. Department of Housing and Urban Development. (HUD) has changed its funding criteria due to insufficient fund:;. They are now using criteria that have not been used previously, which will negatively affect City of iiiami applications, Staff is currently working with the U.S. Department of Housing and Urban Development (HUD) to resolve this issue since it results from the fact that while the 1980 census was modified by population, it does not accurately reflect Miami's poverty level, which is important for Urban Development Action Grant (UDAG) funding consideration. Despite this handicap, the City of Miami submitted three Urban Development Action Grant (UDAG) applications for the January 31 round, and was able to obtain funding for the Airport Seven application at a level of $1.4 million. The status of the other two applications that were submitted for that round are as follows: 1) Heritage Place: The City has requested that this application be rolled over to the April 30 round. The developer was unable to obtain the ground lease fr ar, the Archdiocese for this property. This project entails rehabilitation of the Gesu School to a four - story office building. 2) Miami Interdesign Centre: The developer did not provide the necessary evidentiary information, and the U.S. Department of Housing and Urban Development (HUD) has therefore dropped this project frcxn consideration. It is recommended that the City no longer work wi th the developer. City staff is presently working on eight (8) Urban Development Action Grant (UDAG) requests for the June 30 round. Staff will keep you apprised of the progress of these proposals: 1) E3ayside 2 2nd mortgage housing for 0vertown 3) Office building on Coral Way 4) Office building on LeJeune Road 5 Mixed -use development on the river 6) Photovoltaic manufacturing plant in Wynwood 7 Port office building $ Mixed -use development in conjunction with the Affordable Rental Housing program on the Hic;hlarmd Park site
