HomeMy WebLinkAboutR-84-0496J-84-361 4/16/84 RESOLUTION NO. 84-49G A RESOLUTION DECLARING THAT THE MOST AD- VANTAGEOUS METHOD TO DEVELOP OVERTOWN/PARK WEST PHASE I IS BY A UNIFIED DEVELOPMENT PROJECT (UDP), AUTHORIZING THE CITY MANAGER TO DEVELOP A REQUEST FOR PROPOSALS (RFP) FOR A UDP, AND SETTING A PUBLIC HEARING FOR MAY 10, 1984 AT 3:30 P.M., TO TAKE TESTIMONY REGARDING A RFP FOR A UDP FOR RESIDENTIAL AND COMMERCIAL FACILITIES TO BE LOCATED ON NINE CITY BLOCKS, IRREGULARLY BOUNDED BY NORTHWEST 6TH STREET, NORTHWEST 7TH STREET, NORTHWEST 10TH STREET, NORTH MIAMI AVENUE, NORTHWEST 2ND AVENUE, AND NORTHWEST 3RD AVENUE (MIAMI A.L. KNOWLTON BLOCKS 24, 25, 37, 44, 45, 46, 55, 56 AND THE PORTIONS OF P.W. WHITES RE -SUB OF BLOCK 36); AUTHORIZING THE ISSUANCE OF AN RFP, SELECTING A CERTIFIED PUBLIC ACCOUNTING FIRM AND APPOINTING MEMBERS OF A REVIEW COMMITTEE TO EVALUATE PROPOSALS AND REPORT FINDINGS TO THE CITY MANAGER AS REQUIRED BY THE CITY CHARTER AND CODE. r WHEREAS, City of Miami Charter Section 53(c) allows for L "unified development projects" where an interest in real property i x is owned or is to be acquired by the City and is to be used for the development of improvements; and S WHEREAS, the City Commission determines that, for the j# redevelopment of residential and commercial facilities in �# Overtown/Park West Phase I, it is advantageous for the City to r; is procure from a private person an integrated development package which may include the following comprising a unified development `s s project: - Planning and design, construction and leasing; or - Planning and design, leasing and management; or - Planning and design, construction and management; or - Planning and design, construction, leasing and management; and WHEREAS, said facilities may include 9,000 - 12,000 resi- dential units and over 1,000,000 square feet of commercial space during the next 15 years within a planned redevelopment of an area of over 200 acres immediately to the north of and adjacent to the central downtown Miami business district; and CITY COMMISSION MEETING OF S4-496 kEiri;F;n 4 14 WHEREAS, nine City blocks surrounding and adjacent to the Overtown Rapid Transit Station are owned or are being acquired by Dade County for. the City and will be offered for a minimum of 1,875 units of residential development and 250,000 square feet of retail and commercial facilities; and WHEREAS, Charter Section 53(c) requires that the City Commission hold a public hearing to consider the contents of the Request for Proposals (RFP); and WHEREAS, Charter Section 53(c) further requires that, at the conclusion of the public hearing, the City Commission, if disposed to proceed, authorize the issuance of a RFP, select a certified public accounting firm and appoint the members of a review committee from persons recommended by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby declares that the development of the aforementioned improvements set forth in the preamble of this Resolution is best accomplished by the use of the Unified Development Project (UDP) procedures. Section 2. The City Manager is hereby authorized to develop a Request For Proposals (RFP) for a unified development project (UDP) proposal for the development of said improvements. Section 3. A public hearing is hereby set for. May 10, 1984 at 3:30 p.m. to consider said RFP for a UDP for residential and commercial facilities located within Overtown/Park West Phase I as specified herein. Section 4. The City Manager shall recommend the names of persons from the public and private sectors to serve on the review committee to evaluate each proposal. Section 5. Nine City blocks surrounding and adjacent to the Overtown Rapid Transit Station are owned or are being acquired by Dade County and will be offered by the City pursuant to the Interlocal and Inter- governmental Cooperation Agreements between the City and the County for a minimum of 1,875 units of residential development and 250,000 square feet of coinllnereial facilities (retail and office). These land parcels include a total of 28— acres. The City will be prepared to accept one proposal inclusive of all parcels or pro- posals for the development of single or combinations of parcels. Gary 3 - April 16, 1984 The request for proposals will propose that the City in conjunc- tion with Dade County make available up to $4,200,000 for a second mortgage program from the Dade County Documentary Surtax. The City intends to issue tax exempt Multifamily Housing Revenue Bonds to provide below conventional rate construction and permanent financing for rental housing projects developed. The committee will t;'eigh the quality of the proposed planners, architects and engineers, the proposed construction procedures and timeliness of schedule commitments, and the qualifications of the management —� organization, minority participLtion in ownership and permanent and temporary employment in determining recommendations regarding 3 the development proposal and team. Additionally, the committee -" will evaluate the proposed facilities for aesthetic and functional use of the site, its impact on the community, and the quality of proposed architecture. The certified public accounting firm selected by the City Commis- sion at the public hearing will be expected to research the via- bility of the proposed development and management teams and their proposed financial strategies and to evaluate comparatively the benefits to the city and the community. Proposals must present an adequately definitive development pro- gram, project definition, site plan and design concept, financial strategy, and feasibility that can be realistically evaluated under the requirements of the request for proposals to form the basis for selection by the City and subsequent approval by Dade County. • 0 Howard V.
