BID REQUIREMENTS AND IN
AUTHORIZING THE
EMERGENCY PURCHASE OF
SERVICES FROM

(BTC) TO PROVIDE
FOR THE ADMINISTRATION
AND OPERATION OF
THE JTPA TITLE II -B
SUMMER YOUTH
EMPLOYMENT AND TRAINING
PROGRAM (SYETP)

II-B SYETP FUND.
WHEREAS, the City of Miami intends to contract, pursuant
to Resolution No. 77-585, with the South Florida Employment
and Training Consortium (SFETC) for providing a Summer Youth
Employment and Training Program (SYETP) through the use of
JTPA TITLE II-B SYETP funds in the amount of $646,800 which
funds were only available upon submission of the City's
Proposal within ten days from the issuance of the Request For
Proposals by the SFETC; and
WHEREAS, Belafonte Tacolcy Center (BTC) is located in
the area targeted for the SYETP and is an established agency
experienced in youth services and was named in the City's
Proposal which was timely submitted; and
WHEREAS, the City of Miami, with the approval of the
SFETC, will oversee the SYETP participation by BTC:
WHEREAS, the City Manager has made a written finding
supported by reasons that emergency action was required on
the part of the City in order to purchase the herein needed
services which have now been approved by the SFETC;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1 The finding of the City Manager set forth in
the preamble of this resolution is hereby ratified by an
affirmative vote of 4/5ths of the City Commission.

Section 2. The actions of the City Manager in waiving
competitive bid requirements and in authorizing the emergency
purchase of services from Belafont.e Tacolcy Center (BTC) to
provide for the administration and operation of the JTPA
TITLE II-B Summer Youth Employment and Training Program
(SYETP) by the said organization, with funds therefor hereby
allocated in an amount not to exceed $498,300 for BTC from
the JTPA TITLE II-B SYETP fund is hereby ratified, approved
and confirmed.

SEPTEMBER 30, 1984, AND APPROVE A WAIVER
OF COMPETITIVE BIDDING; METHODS, PER THE
ATTACHED RESOLUTION."
The City of Miami has been awarded a grant, in the amount of $646,800,
from the South Florida Employment and Training Consortium for the
Summer Youth Employment and Trainina Program (SYETP). This program
will provide part-time emolovment and employability skills training
to approximately 600 youth, ages 14 to 17, from June 18 to August 10,
1984.
Belafonte Tacolcy Center (BTC), a youth -serving organization located
at 6161 N.W. 9 Avenue, Miami, Florida, John Bennett, Executive Di-
rector, will provide said services to the 600 participants. The to-
tal contractual cost for these services will be $606,900 (Six Thous-
and and Nine Hundred Dollars).
It is reconunended that the City Manager be authorized to enter into
the proposed contract n_er_ tl,.e attached resolution in order to secure
described services for the maintenance of the Summer Youth Employment
and Training Program of 1984.
WAIVER OF COMPETITIVE BIDDING
Due to the emergency nature of the said services to be provided and
the immediate delivery of those services, it is recommended that the
City Manager approve the �,,aiver of competitive bidding methods for
the following reasons:
1. The request to subn-iit a pror)osal for SYETP was announced March 13,
1984, by the South Florida 'Training and Employment Consortium and
the deadline for submittal was March 26, 1984, 4 p.m.

2. The name of the subcontractor had to be included in the proposal,
and, with such a short time frame, advertising for bids was pre-
cluded.
Therefore, it is recommended that the above findings be adopted as
the findings of the undersigned.
