RESOLUTION NO.
A RESOLUTION ALLOCATING $36,600 FROM SPECIAL PRO-
GRAMS AND ACCOUNTS: CONTINGENT FUND, TO TWO (2)
PREVIOUSLY APPROVED SOCIAL SERVICES AGENCIES LIST-
ED HEREIN, TO PROVIDE THE 20% LOCAL MATCH TO PUR-
CHASE VEHICLES THROUGH THE: FLORIDA DEPARTMENT OF
TRANSPORTATION SECTION 16 (b) (2) PROGRAM, AUTHOR-
IZING THE CITY MANAGER TO ENTER INTO AGREEMENTS
WITH, THE AFOREMENTIONED AGENCIES.
WHEREAS, the City Commission has indicated its intent to support certain
social service programs providing service to residents of the City of Miami; and
WHEREAS, the City Commission has previously allocated Community Development
funds and Federal Revenue Sharing funds to the James E. Scott Community Associa-
tion, Inc., to provide meals, transportation and other supportive services to
approximately 400 elderly City of Miami residents in the Coconut Grove, Model
City and Overtotvn areas; and
WHEREAS, the City Commission has previously allocated Caimiunity Development
and Federal Revenue Sharing funds to the Little Havana Activities and Nutrition
Centers of Dade County, Inc., to provide meals and supportive services to ap-
proximately 575 elderly and/or handicapped City of Miami residents at several
sites in the City; and
WHEREAS, the James E. Scott Community Association, Inc., and Little Havana
Activities and Nutrition Centers of Dade County, Inc., have entered into agree-
ments with the Florida Department of Transportation to purchase one (1) 40 pas-
senger bus and five (5) 26 passenger buses, respectively, for use in the
Agencies' respective programs; and
WHEREAS, the Florida Department of Transportation, through a federal grant,
will provide up to 80'/' of the net cost of the buses, $146,400; and
WHEREAS, the James E. Scott Community Association, Inc. and Little Havana
Activities and Nutrition Centers of Dade County, Inc. have requested the remain-
ing 20%, $36,600, from the City of Miami in order to effectuate the agreements
with the Florida Department of Transportation;

NOW, THEREFORE, BE IT RESOLVED BY THE COP11ISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. $36,600 of General Funds, Special Programs and Accounts:
Contingent Fund, are hereby allocated as specified beiaa:

Section 2. The City Manager is hereby authorized to enter into agreements
with the aforementioned agencies to provide the 20' local match needed to pur-
chase vehicles through the Florida Department of Transportation Section 16(b)(2)
program, for use in the Agencies` respective programs.

Resolution allocating $6,600 to James E.
Scott Community Association and $30,000 to
Little Havana Activities and Nutrition Centers

It is recommended that the City Commission
adopt a resolution which allocates $6,600
to the James E. Scott Community Association,
Inc., and $30,000 to the Little Havana Ac-
tivities and Nutrition Centers of Dade County,
Inc., to provide the local match to purchase
vehicles through the Florida Department of
Transportation's Section 16(b)(2) program.
We received requests for funds from four (4) agencies to purchase vehicles for
use in their respective programs. Three (3) of the requests involve a matching
agreement with the Florida Department of Transportation (DOT). DOT, through a
federal grant, will provide up to 80% of the net cost of the vehicles. The
agencies requested the remaining 20% from the City. The agencies that have
executed agreements with DOT and the amounts of funds requested from the City are:

At the April 5, 1984 meeting, the City Commission through Resolution #84-424
allocated funds to Action Conununity Center.
We are recommending that the requestsfrom the James E. Scott Community Association
(J.E.S.C.A.) and the Little Havana Activities and Nutrition Centers of Dade County
(L.H.A.N.C.D.C.) be approved. The matching agreement with DOT enables these
agencies to obtain quality equipment at greatly reduced cost, and will enhance the
agencies' ability to deliver services to City residents.

It is recommended that a total of $36,600 be allocated from General Funds,
Special Programs and Accounts: Contingent Fund, for the local match required
by J.E.S.C.A. and L.H.A.N.C.
The fourth agency, the ilynr,rood Elderly Center, Inc., requested $15,000 to pur-
chase a 15 passenc;er van. 1-he Wlyrn-rood Center-• did not request matching funds
from DOT. Therefore, it is rccom:ircnded that the Agency apply for matching
funds fro,n DOT. Since these funds r%,ould probably not be a\�rarded before next
year, we have arranged for the Uynwood Center to utilize one of the vehicles
the Action Com-nunity Center will be returning to the City.
