World Trade Center Tower
The World Trade Center tower is under construction. Concrete for
the mezzanine and first office floor of the tower has been
poured. Columns, shearwalls and formwork for the second office
floor are also underway, and construction of the tower is now
beginning to accelerate. The construction schedule indicates

There arr 3('.Vera1 prtalelis with the parties involved in the
project that coi.zld have an effect on ILi-le City. As an example,
Dade Savings raised questions as to ;whether or not the garage was
constructed according to the building code. This matter was
reviewed by the Board of Rules and Appeals and it was their
determination that the building; was built in conformance with the
code. Dade, however, has filed a lawsuit in the circuit court to
overturn the Board's decision. The purpose of the suit frankly
escapes me. It is not known whether Dade's purpose is to harass
the City's Turnkey contractor on ttie garage or to obtain lower
insurance rates on the tower. Dade has refused to its
reasons to me as to why they are continuing this action.
Another problem is a lawsuit brought by ir;ipi Center A;3r ociates

merit. At the present time the suit has not received a court
date and its effect on the City or on the grant would be
speculative.

Related to the construction is Dade's temporary lease of garage
space on the ground level and 9th and 10th floors required for
use by their contractor during the construction of the tower.
Negotiations are underway, however, there are differences as yet
unresolved.
Due to the delay in getting the tower construction underway,
there is a formal requirement for a time extension on the
Development Order. This matter is scheduled for presentation to
the City Commission in May.
Also under construction in the garage is the MetroMover Station
(a.k.a. the Downtown People Mover). Coordination between all
the parties involved has been worked out. The City Attorney is
j working on a lease vith Dade County on the MetroMover space

MetroMover Station appear to be going reasonably smooth.
