On January 19, 1984 the City Commission adopted resolution no.

Committee of the three top rated land survey firms to provide
services for the City and directing the City Manager to negotiate
three Professional Services Agreements with the three firms.
None of the top three rated firms is a minority owned company.
However, the fourth rated firm is minority owned. The Public Works
Department finds it feasible to contract with four firms to provide
land survey services on City construction projects and in the spirit
of minority participation proposes the amended resolution to
include the fourth rated firm.
