ENCLOSURES: M
It is recommended that the City Com-
mission adopt a resolution which
allocates $3,000 to the Puerto Rican
Opportunity Center, Inc., for the
period February 1, 1984 through
April 15, 1984, to provide for ad-
ministration of the Agency's Food
and Shelter Program.
At the February 9, 1984 meeting, the City Commission adopted Motion 84-195,
which expressed the Commission's intent to allocate $3,000 to the Puerto
Rican Opportunity Center.
We have vcrificd the of funds the United Ulay in the amount of

Shelter Itotionol ko<+rd f vouijrrnj. 1-lici 1,3,000 rcducsted from the City would

It was ourundcr.i.c.l7dir;c tlr:i: the S3,000 t,otlld specifically be used to hire
Roxanne i,rx;ch of the Puerto Rion Charities organization to administer the
food and shelter program. Ho„,ever, negotiations between Ms. Rexach and
staff of the Puerto Rican Opportunity Center deteriorated. The Center has,
therefore, been operating the program without Ms. Rexach. Further, we
learned that Ms. Rexach is sought by the authorities for passing fraudulent
checks. Therefore, the Center did not hire Ms. Rexach.
The Program has been operating satisfactorily; therefore, it is recommended
that $3,000 be allocated to the Puerto Rican Opportunity Center for the
period February 1, 1984 through April 15, 1984. It is recommended these
funds be allocated from the General Fund, Special Programs and Accounts:
Contingent Fund,
The attached Resolution formalizes Motion 84-195 and authorizes the City
Manager to amend the City's existing 1983-84 contract with this Agency to
include the $3,000 allocation.
