A RESOLUTION RATIFYING AND APPROVING
BY A FOUR -FIFTHS AFFIRMATIVE VOTE OF
THE CITY COMMISSION THE ACTIONS OF THE
CITY MANAGER IN WAIVING COMPETITIVE
BID REQUIREMENTS AND IN AUTHORIZING
THE EMERGENCY PURCHASE, AT A COST NOT
EXCEEDING $15,000, OF PRINTING AND
GRAPHIC ARTIST SERVICES IN CONNECTION
WITH THE DISTRIBUTION OF VOTER
INFORMATION FOR THE MARCH 13, 1984
SPECIAL MUNICIPAL ELECTIONS.
WHEREAS, Resolution 84-48, adopted on January 19, 1984,
authorized the City Manager to prepare and distribute factual and
objective information regarding the issues on the March 13, 1984
ballot; and
WHEREAS, there was less than 60 days to prepare and
distribute said information; and
WHEREAS, it was necessary to procure professional services
without formal competitive bid procedures in order to meet the
critical schedule necessary to deliver said information prior to
the election; and
WHEREAS, the City Manager approved the emergency procurement
of said professional services after having made a written finding
that an emergency existed;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The finding of the City Manager set forth in the
preamble of this resolution is hereby ratified and approved by an
affirmative vote of four -fifths of the City Commission and the
recitals contained in the preamble are hereby adopted and
incorporated by reference in this section.

Section 2. The City Manager's authorization of the emergency
purchase of printing and graphics artist services for the purpose
of preparing and delivering factual_ and objective information and
sample ballots regarding issues in the t1arch 13, 1984 City of
Miami Special Plunicipal Elections at a cost not exceeding $15,000
is hereby ratified and approved.

It is recommended that the attached
Resolution ratifying the actions of
the City Manager in the emergency
purchase of printing and graphic
artist services in connection with
the preparation and distribution of
voter information all sample

On January 19,1984 the City Commission passed Resolution No.84-48
which authorized the City Manager to prepare and distribute
information relating to issues on the on the March 13, 1984
Election ballot in an amount not to exceed $35,000.
Several large printing companies were asked to provide the City
with cost estimates for providing the services needed to print
the brochure to be mailed to all City of Miami voters as required
by the city code. The company selected provided a quality service
at the lowest cost.
Due to the short period of time available to prepare, print and
mail the informational material an emergency purchase of these
services was necessary.
The total cost of preparing and mailing the brochure will be less
than $25,000. The services purchased as described herein are
less than $15,000.
The above findings of fact are hereby adopted as the findings of
the undersigned.
