Dear Mr. Gary:
Thank you for attempting to place us on the agenda as a
Mayor's pocket item on May 24th. Mr. Parks had other commitments

continues
to make progress towards our goals of revitalizing
the river. The enclosed resolutions are a result
of our last full committee meeting.
I would like to request that I appear before
the Commission at the next meeting. Ten minutes
will be sufficient to present these resolutions
and update the Commission on our activities. I will
be happy to assist with any questions you may have.

RESOLUTION
WHEREAS, derelict vessels pose an immediate
threat to navigation, health, safety, appearance,
and overall quality of the Miami River, and
WHEREAS, City of Miami Law Enforcement Officials are
continually stymied by ineffectual City Code in dealing
with prevention and removal.of derelict vessels, and
WHEREAS, Section 7-31 through 7-49 of the Dade
'County Code contain provisions that, if enacted by
the City, would give City Law Enforcement sufficient
authority to effect a remedy to the derelict vessel
problem, and,
WHEREAS most of the derelict vessels are located
in the area of the Miami River within the City Limits,
and,
WHEREAS, the Miami River Management Committee has
been charged by the Governor of the State of Florida
with the responsibility of developing a master land
use plan for the river, including removal and
disposition of derelict vessels, and further, the
derelict vessel M/V Ultra Freeze has been tied to
city property for ten months without legal action
initiated, providing an example of the results of
the ineffective City Code.
NOW, THEREFORE, let it be hereby resolved by the
Miami River Management Committee that:

I. We strongly urge the City of Miami to
formulate and adopt provisions similar to Section 7-31
through 7-49 of the Dade County Code, providing for
the identification, notification, removal and
disposition of derelict and nuisance vessels.

City of Miami pursue all available legal avenues to
