Race Track at Marine Stadium REFERENCES: ENCLOSURES: It is recommended that the City Commission• authorize the City Manager to re ue bid for the ns allablon and— operation of an off - road veh c e com et tion track o be oca ed adjacent o the_Cityls marine Stadium on a portion of the ex st ng parking area. Proposals to be evaluated on _qualityof installation safety and 1nsurance comm men s, qua i y of operation and return e City. Grant Hawk Enterprises, Inc. has requested a personal appearance before the City Commission in order to present their proposal for the installation and operation of an off -road vehicle competition track. We understand that there are other promoters interested in the same location and are recommending advertising for bids seeking the best quality installation and operation and the greatest return to the City. It is also understood that such an operation would be required to be compatible with existing facilities in the area of the Marine Stadium and with events taking place in the Marine Stadium itself. It is recommended that the City Commission authorize the City Manager to request bids for the operation and maintenance of an off -road vehicle competition track adjacent to the Marine Stadium. Gary DATE: May 18, 198u FILM City Manager suwECT: Race Track at Marine Stadium FROM: REFERENCES: e odr guez, Director Planning Department ENCLOSURES: The Planning Department has no significant objection to the recommendation to solicit bids for an off -road vehicle race track on Virginia Key. However, we would not like to be in the position of sponsoring this recommendation because the facility has no real relationship to the long term goals for development of Virginia Key with water -oriented, nature -oriented, physical fitness oriented, and education/research oriented uses and activities. On the other hand, the proposed race track would not necessarily interfere with other existing and proposed desirable uses, and may be of value as a revenue generator and as an activity not otherwise available within the City. If the City decides to solicit bids for a race track in the Marine Stadium parking lot, it should be clearly stipulated that all improvements must be temporary and easily removable, so that the area can be converted back to parking for any Marine Stadium event requiring such parking. The City should be given clear authority to increase the number and duration of major Marine Stadium events requiring removal of the race track. The race track a mhould be aximum amount at a of parking remote corner he parking t that so isavailableadja ent to the Stadium at all times. It should also be noted that the property deed granted to the City by Dade County stipulates that the land be used for "a marine stadium and allied purposes only." Should the land be "abandoned" for such use, ownership reverts back to Dade County. Based on that authority, the Board of County Commissioners rejected the City's proposal to build a velodrome in the Marine Stadium parking lot. Although the current proposal differs from the ble for ery similar velodrome the b velodrome s in aseve al o her sways swhich nts tis v were the basis of objections by Dade County.
