Grant Hawk Enterprises, Inc. has requested a personal appearance
before the City Commission in order to present their proposal for
the installation and operation of an off -road vehicle competition
track.
We understand that there are other promoters interested in the
same location and are recommending advertising for bids seeking
the best quality installation and operation and the greatest
return to the City. It is also understood that such an operation
would be required to be compatible with existing facilities in
the area of the Marine Stadium and with events taking place in
the Marine Stadium itself.
It is recommended that the City Commission authorize the City
Manager to request bids for the operation and maintenance of an
off -road vehicle competition track adjacent to the Marine
Stadium.

Planning Department ENCLOSURES:
The Planning Department has no significant objection to the
recommendation to solicit bids for an off -road vehicle race track
on Virginia Key. However, we would not like to be in the
position of sponsoring this recommendation because the facility
has no real relationship to the long term goals for development
of Virginia Key with water -oriented, nature -oriented, physical
fitness oriented, and education/research oriented uses and
activities. On the other hand, the proposed race track would not
necessarily interfere with other existing and proposed desirable
uses, and may be of value as a revenue generator and as an
activity not otherwise available within the City.
If the City decides to solicit bids for a race track in the
Marine Stadium parking lot, it should be clearly stipulated that
all improvements must be temporary and easily removable, so that
the area can be converted back to parking for any Marine Stadium
event requiring such parking. The City should be given clear
authority to increase the number and duration of major Marine
Stadium events requiring removal of the race track. The race

It should also be noted that the property deed granted to the
City by Dade County stipulates that the land be used for "a
marine stadium and allied purposes only." Should the land be
"abandoned" for such use, ownership reverts back to Dade County.
Based on that authority, the Board of County Commissioners
rejected the City's proposal to build a velodrome in the Marine
Stadium parking lot. Although the current proposal differs from

THIS IS A NATIONAL RACING ASSOCIATION THAT IS CURRENTLY
RIWING EVENTS IN 24 STATES. ITS MEMBERSHIP IS GROWING IN LEAPS AND BOUNDS WITH
THE GROWING ATV INDUSTRY AND INTEREST IN ATV RACING.
WE HAVE PICKED THIS AS OUR SANCTIONING BODY FOR SEVERAL
REASONS: WITH MEMBERSHIP THE RACER IS PROVIDED WITH A RULE BOOK, MEMBERSHIP CARD,
AND POINTS WILL BE KEPT FOR OUR TRACK, STATE AND NATIONAL STANDINGS.
WITH THIS ASSOCIATION WE CAN EXPECT RIDERS FROM ALL OVER
THE t& TO ATTEND RACES WHEN IN OUR AREA. ALSO LOCAL RIDERS WILL BE ELIGIBLE TO
RUN AT OTHER COYOTE TRACKS IN THE tl% WITHOUT JOINING ANOTHER CLUB AND WILL BE UNDER
THE SAME RULES AND REGULATIONS AS HERE. THIS WILL ALSO AID IN NATIONAL RECOGNITION
