A RESOLUTION DECLARING THAT A UNIFIED
DEVELOPMENT PROJECT (U.D.P.) IS THE MOST
F ADVANTAGEOUS METHOD FOR DEVELOPING THE VACANT
CITY -OWNED HISTORIC BUILDING AND LAND PARCEL
(A/K/A FORMER FIRE STATION NO. 4) LOCATED AT
APPROXIMATELY 1000 SOUTH MIAMI AVENUE (MORE
PARTICULARLY DESCRIBED HEREIN), FOR PURPOSES
OF RETAIL, RESTAURANT, OR CULTURAL USE, OR
COMBINATIONS THEREOF; AUTHORIZING THE CITY
MANAGER TO PREPARE A DRAFT REQUEST FOR
PROPOSALS (R.F.P.) FOR A U.D.P.; ESTABLISHING
A PUBLIC HEARING DATE OF JULY 12, 1984, AT
3:30 P.M., OR A RECONVENED MEETING, FOR
PURPOSES OF TAKING TESTIMONY REGARDING SAID
R.F.P.; AND LISTING ACTION TO BE TAKEN AT THE
CONCLUSION OF SAID PUBLIC HEARING.
WHEREAS, City of Miami Charter Section 53(c) allows for
"unified development projects" where an interest in real property
is owned or is to be acquired by the City and is to be used for
the development of improvements; and
WHEREAS, Section 53(c) of the City Charter requires that the
City Commission hold a public hearing to consider the contents of
the Request for Proposals (RFP); and
WHEREAS, said Section 53(c) further requires that, at the
conclusion of the public hearing, the City Commission, if
disposed to proceed, authorize the issuance of a RFP, select a
certified public accounting firm and appoint the members of a
review committee from persons recommended by the City Manager.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Commission hereby finds that the
realization of retail, restaurant and/or cultural reuse of a
vacant historic building, a/k/a former Fire Station No. 4,
located at 1000 South Miami Avenue, including the surrounding
parcel of property (north 100' of lots 1, 2, and 3 of Block 74 in
the plat of Miami (A.L. Knowlton) (South)), in a manner advan-
tageous for the City, necessitates the procurement from a private
person, of an integrated development package, constituting a
Unified Development Project which may include the following

Section 2. The City Commission hereby declares that the
development of the aforementioned improvements is beat ade6th-
plished by the use of Unified Development Project (UDP) pro-
cedures.
Section 3. The City Manager is hereby authorized to
develop a request for proposals (RFP) for a Unified Development
Project for the development of said improvements.
Section 4. A public hearing is hereby set for July 12,
1984, at 3:30 P.M., or a reconvened meeting, to consider said RFP
for a UDP for retail, restaurant, and/or cultural reuse of the
historic former Fire Station No. 4 and the surrounding parcel of
property as specified herein.
Section 4. The City Manager shall recommend the name of
persons from the public and private sectors to serve on the
review committee to evaluate each proposal.
Section 5. As required by the city Charter and City
Code, the City Commission shall, at the conclusion of the public
hearing, authorize the issuance of a RFP, select a certified
public accounting firm and appoint members of a review committee
to evaluate proposals and report findings to the City Manager.

development projects", defined as projects where real property
acquired or to be acquired by the City is to be used for
developing improvements. The City Commission is required to make
a determination that it is most advantageous to the City to
procure from a private entity an integrated development package
which may include planning and design, construction, leasing and
management.
Section 53(c) further requires that a request for proposals for a
unified development project will:
generally define the uses the City is seeking for the

funds, property, and services;
. specify evaluation criteria for a review committee and a
certified public accounting firm; and
• define terms that would cause termination of the
development agreement.
Unified development project proposals are sought for retail,
restaurant, and/or cultural reuse of historic, former Fire
Station No. 4 located at 1000 South Miami Avenue including the
surrounding parcel of property. The adopted Brickell Station
Area Design and Development Plan calls for preservation of the
old fire station because of its historic and architectural value,
and as a means to guarantee that a lively, people -oriented use
will be maintained in this important location at the crossroads
of the proposed 10th Street Pedestrian/Transit Mall and South
Miami Avenue.
Fire Station No. 4 is listed in the National Register of Historic
Places, enabling a developer to receive a 25% investment tax
credit on rehabilitation costs. The property received HC-1
(General Use Heritage Conservation Overlay District) that
mandates Heritage Conservation Board review and approval of all
exterior alterations to the building.
The request for proposals will recommend that the City retain
ownership of the property and enter into a lease agreement with
the successful proposer. Proposers will be expected to make all
necessary improvements to the building at their own expense while
respecting the historic and architectural character of the
building. Proposals will be evaluated on the basis of
qualifications and experience of the proposers, projected revenue
to the City, and quality and appropriateness of the reuse
relative to the building and the adopted Brickell Station Area
Design and Development Plan.
It is requested that the attached resolution be scheduled on the
City Commission meeting of June 14, 1984.
