Gary May 29, 1984 City.Manager • specify the extent of the City's proposed commitment of. funds, property, and services; . specify evaluation criteria for a review committee and a certified public accounting firm; and • define terms that would cause termination of the development agreement. Unified development project proposals are sought for retail, restaurant, and/or cultural reuse of historic, former Fire Station No. 4 located at 1000 South Miami Avenue including the surrounding parcel of property. The adopted Brickell Station Area Design and Development Plan calls for preservation of the old fire station because of its historic and architectural value, and as a means to guarantee that a lively, people -oriented use will be maintained in this important location at the crossroads of the proposed 10th Street Pedestrian/Transit Mall and South Miami Avenue. Fire Station No. 4 is listed in the National Register of Historic Places, enabling a developer to receive a 25% investment tax credit on rehabilitation costs. The property received HC-1 (General Use Heritage Conservation Overlay District) that mandates Heritage Conservation Board review and approval of all exterior alterations to the building. The request for proposals will recommend that the City retain ownership of the property and enter into a lease agreement with the successful proposer. Proposers will be expected to make all necessary improvements to the building at their own expense while respecting the historic and architectural character of the building. Proposals will be evaluated on the basis of qualifications and experience of the proposers, projected revenue to the City, and quality and appropriateness of the reuse relative to the building and the adopted Brickell Station Area Design and Development Plan. It is requested that the attached resolution be scheduled on the City Commission meeting of June 14, 1984. SR/AW/dr ATTACHMENTS Page 2 of 2 ZU lob.
