APM 1-84, DATED JANUARY 249 1984. WHEREAS, James E. Scott Community Association is a non-profit organization which provides social services to City of Miami residents; and WHEREAS, James E. Scott Community Association has requested financial support from the City of Miami for its neighborhood anti -crime program and computerization of its accounting depart- ment; and; WHEREAS, James E. Scott Community Association has received $25,000 per year for two years from the Eisenhower Foundation for the neighborhood anti -crime program; and WHEREAS, James E. Scott Community Association has requested $40,000 from Dade County to support its computerization efforts; and WHEREAS, the neighborhood anti -crime program will assist in improving the quality of life of City of Miami residents; and WHEREAS, the computerization of the Agency's accounting department will improve the delivery of services to City of Miami residents; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The amount of $15,000 is hereby allocated from General Fund: Special Programs and Accounts, Contingent Fund in support of the James E. Scott Community Association, Inca RNom- Dena Spillman, Director NEPENENCIM City Commission Agenda Department of Community Development June 14, 1984 ENCLOSU"Es' One (1 ) It is recommended that the City Commission adopt a resolution which allocates $15,000 to the James E. Scott Community Association, Inc., to support the Agency's neighborhood anti -crime program, and to assist in comput- erizing the Agency's accounting department. On May 10, 1984, the City Commission adopted Motion 84-530, which expressed the Commission's intent to allocate $3,750 to the James E. Scott Community Associa- tion (J.E.S.C.A.) for the Agency's neighborhood anti -crime program. The Motion also directed the administration to review the Agency's request for additional funds and provide recommendations to the Commission in that regard. Staff has reviewed J.E.S.C.A.'s request which includes $15,000 for the neighbor- hood anti -crime program (including the $3,750 discussed above), and $20,000 for computerizing the Agency's accounting department. The Nei hborhood Anti -.Crime Program proposes to reduce crime and the fear of crime within the Liberty City area. The program receives funds from the Eisenhower Foundation and is part of a national effort to reduce crime. Miami is one of the ten cities selected for this program, which is expected to operate for two years. The program is currently in the planning stage. The total yearl budget for the program is $40,610, which includes the $15,000 requested from the City. Funds from the City ar—e-r—equested for twelve months, July 1, 1984 - June 30, 1985. Since there are only three months of this period remaining in the 1983-84 fiscal year, we recommend providing three months of the request or $5 000It is recommended that the remaining 10,000 be allocated from the 1 --i budget. It is further recommended that J.E.S.C.A. closely coordinate the planning and implementation of this program with the City of Miami Police Department. J.E.S.C.A. further proposes computerizing its accounting de artment. In 1981, the United Way provided $25,000 to conduct a management study of J.E.S.C.A.'s operations with emphasis on fiscal operations. The study recommended computer- izing the accounting department. The computerization would result in more ef- ficient operation of J.E.S.C.A.'s programs. J.E.S.C.A. operates nearly twenty different social service programs with an annual budget of 6.1 million dollars. The $20,000 requested from the City would be used to help defray "start-up" costs, specifically, remote processing and purchase of some hardware equipment. It is further recamended that disbursement of the un�ds-'be`conditioned on the Agency obtaining the $40,000 requested from Dade County. The attached resolution allocates a total of $15,000 of FY 1983-84 funds for the two projects. It is recommended that the $15,000 be allocated from General Funds - Special Programs and Accounts: Contingent Funds for the period June 1, 1984 - September 30, 1984. DS:mb 84-665. .
