WHEREAS, the Dade Marine Institute has successfully
coordinated various marine orientated youth rehabilitation
projects and has presented a proposal to the City Manager; and
WHEREAS, said proposal includes the establishment of an
environmental awareness center and work program utilizing wayward
youth in an effort to assist the City in the development of the
Virginia Key Master Plan; and
WHEREAS, the City Administration's favorable review is
predicated on reserving the right to make recommendations
specific to the overall project; and
WHEREAS, approval of this resolution does not preempt the
right of the City to require a governing agreement between the
parties be subsequently approved by the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;
Section 1. Approval is hereby given, in principle only, to
the concept of the Dade Marine Institute establishing an
environmental awareness center and work program utilizing wayward
youth at the City of Miami's Virginia Key.
Section 2. The City Manager is hereby authorized to
negotiate an agreement with the Dade Marine Institute
incorporating the proposed program needs and necessary terms and
conditions required by the City of Miami.

This is to request the scheduling of a personal appearance of
representatives of the Dade Marine Institute before the June 14th
City Commission. Their purpose is to discuss a proposed
environmental awareness center and work program for youths
adjudicated for various misdemeanors, to be located at Virginia Key
during completion of the Virginia Key Master Plan.
Background:
The Dade Marine Institute is a non-profit education and research
organization currently involved in various programs geared toward the
rehabilitation of wayward youths via marine oriented projects. The
institute receives 70% of its funding from the State, 30% from
private sources.
Dade Marine Institute will be requesting the City Commission to
approve in concept, the proposed Virginia Key project which includes
the establishment of an environmental awareness center and work
program to assist the City in the development of Virginia Key.
It is the recommendation of the Department of Parks and Recreation
that this proposal be approved, in principle, by the City Commission
and that a governing agreement be negotiated incorporating program
needs as well as conditions required by the City of Miami.
