Cather Director Public Works Department at June 19, 1984 FILE TRAFFIC CIRCULATION IN SILVER BLUFF AREA r.'FkRE".C.S COMMISSION AGENDA - JUNE 28, 1984 CL0;L.. 4 , PLANNING AND ZONING ITEMS On June 7, 1984, staff members from this department and the Planning Department met with the Silver Bluff Homeowners Association at their regular monthly meeting to discuss the circulation of traffic through the area bounded by SW 22 Street (Coral Way), SW 27 Avenue, South Dixie Highway and SW 22 Avenue. The discussion centered around possible alternatives to the closure of SW 25 Avenue at SW 22 Terrace, as proposed by the developers of White Office Plaza, in order to mitigate the effects of that develop- ment, as well as other through traffic using the residential streets as a shortcut. This department suggested that a traffic survey of existing conditions throughout the subject area be undertaken, possibly by the developer. The study should not only supply traffic counts on the various streets, but also include physical observation of vehicular routes. We would then be able to develop a management plan on a step by step basis. The object being to make it undesirable to shortcut through the area, but not deny proper access to any of the residents. The first step would be to identify those streets actually being used as through routes. Then modify these routes by reversing the direction of the existing stop signs and/or installing 4-way stop at a few critical intersections. An alternate solution would be the installation of small, landscaped traffic circles at key intersections. This is obviously more capital intensive, but seems to have worked well in other cities. Reportedly, these circles have the effect of reducing accidents, as well as slowing the traffic. Only as a last resort should the City consider the physical closing of any street as proposed by the developers of White Office Plaza. It is the opinion of this departrllent that the developers should bear the cost of any and all of the steps suggested above. This could be made a requirement in the platting process, not related to the change in zoning.
