FOR THE PLANNING ANI) DESIGN,
CONSTRUCTION, LEASING AND TIANIAGEMENT OF
THE BAYSIDE SPECIALTY CENTER RESULT IN A
FAIR RETURN TO THE CITY, PURSUANT TO THE
REQUIREMENTS OF THE CITY'S CHARTER.
WHEREAS, the City Commission, by Resolution No. 84-585 dated
May 24, 1984, authorized the City Manager to execute a lease
agreement between the City of Miami. and Bayside Limited
Partnership for the planning and design, construction, leasing
and management of a waterfront specialty center to be known as
"Bayside Specialty Center" located on a. City -owned land parcel of
approximately sixteen (16) acres adjacent to Miamimarina; and
WHEREAS,the execution of said agreement is subject to the
condition that the terms of the contract result in a fair return
to the City based on two independent appraisals; and
WHEREAS, Resolution No. 84-585 further directed the City
Manager to obtain two independent appraisals of said lease
agreement to determine if the terms produce a fair return to the
City; and
WHEREAS, invitations to bid were sent to twenty four (24)
appraisers domiciled in Dade County, all of whom are members of
the American Institute of Appraisers; and
WHEREAS, six (6) responses were received from the invitation
to bid; and
WHEREAS, the proposals from the Kurferst Company and Slack,
Slack & Roe, Inc. were determined to be the bids most acceptable
to the City for fees of $6,650 and $ 12,000, respectively;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the proposals of the Kurferst Company and
Slack, Slack & Roe, Inc. be accepted for a fee of $6,650 and
$12,000, respectively, to determine if the terms of the lease

It is recommended that the City
Commission accept the proposals
of The Kurferst Company and Slack,
Slack & Roe, Inc., M.A.I. Appraisers,
for fees of $6,650.00 and $12,000.00,
respectively, for the purpose of
determining if the terms of the Lease
Agreement between the City of Miami
and Bayside Limited Partnership
for the planning and design, con-
struction, leasing and management
of the "Bayside Specialty Center"
result in a fair return to the City,
pursuant to the requirements of the
City 's Charter.
The City Commission by Resolution No. 84-585 dated May 24, 1984
authorized the City Manager to execute a Lease Agreement between
the City and Bayside Limited Partnership for the planning and
design, construction, leasing and management of the Bayside Specialty
Center, subject to the condition that the terms of the contract
result in a fair return to the City based on two independent
appraisals.
Bids were sought from 24 M.A.I. appraisers located in Dade County
and bids were received from six appraisers (attached hereto).
_ We are recommending accepting the bids of The Kurferst Company and
Slack, Slack & Roe., Inc. for the fees of $6,650.00 and $12,000.00,
respectively, as being the most advantageous to the City based on
both fee and time to perform the services.

Dear Mr. Stewart:
In response to your request for appraisal fee quotations,
dated May 21, 1984, copy attached, I wish to submit the
following:
1. I am available to make the appraisals and can
initiate the work within 24 hours of receipt of
your notification to proceed. Estimated time
to complete the appraisals would be 15 working
s days after my -inspection and review of the Rouse
Co. and City of Miami preliminary drawings for
the Bayside Development.
2. I will furnish fifteen copies of the completed,
bound narrative report setting forth my estimat-
ed fair return to the City of Miami; based upon
re -use appraisal technique, estimating the bene-
fits to the city within the subject project, as
well as the benefits to the city through down-
town revitalization.
3. My total fee for the work covered in Items 1 and
2 is $6,650.

Pear Mr. Stewart:
Please be adivsed that we are available to undertake the above
captioned appraisal immediately upon your notification to proceed.
The estimated time required for completion is not less than 60
days.
My fee for 15 copies of the full narrative report including all
the data and analysis utilized in arriving at the value conclusion
will be $9,500.00.
As a reference, you might check with Mr. Harrison, City of Miami
Beach. Last year, we appraised the Miami Beach Dump Site in Ojus
to be leased for recreational use, an assignment similar in mature
to the proposed use of Bayfront Park.

Dear Mr. Stewart:
Pursuant to your request, the following proposal
is submitted for the appraisal of the development of the
Bayside Specialty Center, in Dade County, Florida.
The appraisal will be made in accordance with the
principles and practices of the American Institute of Real'
Estate Appraisers, of which I am a member.
The fee for this work will be $12, 000. I will be
able co start the appraisal as soon as I am notified that
theyestimate was accepted. It is very difficult to estimate
the completion time until I have received full information
and details, however, I would think 30 days after the accep-
tance, if necessary.
Thank you for considering me for this appraisal
assignment. If any additional information is desired,
please let me know.

the "Boyside Speciolty Center".
We would be able to begin work upon receipt of written authorization from you
and would require six weeks to complete the appraisal. We would furnish
' fifteen copies of the completed, bound narrative report setting forth our
estimated fair return to the City of Miami.

Limited Partnership, for the development of the "Bayside
Specialty Center", to determine if the terms of the said lease
agreement result in n fair return to the City based on your
independent €appraisal.
The Charter of the City of Iiiami, Florida requires that: "All
contracts or leases of City's waterfront property be examined to
determine that the terms of said contract result in a fair return
to the City based 'on two (2) independent appraisals." (See
Section 3, paragraph iii, sub paragraph (b)).
Your proposal should include the following:
1. A statement as to your availability to make the
appraisal; when you can initiate the work, and the
estimated time required to complete the appraisal and,'
submit the full finished product. "�
2. The furnishing of fifteen (15) copies of the eo,mplated'
bound narrative report setting .fo;r.t•h your estimated fair
