A RESOLUTION STRONGLY URGING THE OWNERS AND OPERATORS of ALL FOREIGN -FLAG PASSENGER VFS1FI_5 WitTCII CAI_ I- AT FLORIDA PORTS, PAR TICtILAI�I_Y TI-IO SF VE',S[_L_S THAT ARE "HOML PORTED" IN MTAMT AND SOUTHEAST FLORIDA, TO FMPLnY THOSE U.Sa CITIZENS RESIDING 1N TIII S COMMUNTTY tg110 ARE SCHOOLED AND TRAINED IN THE LABOR SKILLS _ NECESSARY TO PERFnR1`1 THE D11T I E S OF SHIPBOARD LA13171R. WHEREAS, the unemployment rate among the minorities in and around the City of Miami is at an unconscionable rate of 15.1 percent; and WHEREAS, this unemployment rate is compounded by the - influx of both legal and illegal aliens in and around the City; and WHEREAS, the majority of these aliens, because of their unfamiliarity with the culture of their new surroundings, the language of the country, and due to their being unskilled, are possibly filling jobs that previously have been held by local unemployed or underemployed minorities; and WHEREAS, although the development of a comprehensive program to solve this overall problem may not be readily or easily achieved, there should not be any reluctance in seeking partial. solutions; and WHEREAS, there are more than 40 foreign -flag passenger ships that call at various ports in the State of Florida, a large number of which "home port" in and around the City of Miami; and WHEREAS, the vast majority of the workers now employed aboard these vessels are imported from around the world: e.g., Korea, Phillipines, Italy, Central America and the Caribbean; and WHEREAS, it is in the best interest of all concerned, including the employer, the local community, the Federal Government and the maritime and shoreside industries, that CITY COMMISSION MEETING OF JUN 28 1984 ESOLUIIuil f, S)4 f 1,1 CREfit�t'C' trained and responsible U.S. citizens be employed aboard these foreign -flag passenger vessels home ported in South Florida; and WHEREAS, the National maritime Union of America, - AFL-CIO, has pledged its support anti assistance by helping to establish a jot) training center in order to teach U.S. citizens, who reside in thin community, the necessary job skills, and train these potential employee.: in essential sanitary procedures and proper shiphoard hygienics under the auspices of the U.S. Department, of Lahor in a program having the approval of the foreign unions involved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The owners and operators of all foreign -flag passenger vessels which call at Florida ports, particularly those vessels that: are "home ported" in Miami and Southeast Florida, are hereby strongly urged to employ those U.S. citizens residing in this community who are schooled and trained in the labor skills necessary to perform the duties of shipboard labor.
