F1.QRIOA INTER -OFFICE MEMORANDUM TO; Howard V . Gary City Manager «o°A- Robert D. Krause Director Department of Human Resources DATE: April 17, 1984 FILE: SUBJECT: Resolution to reappoint 3 members of the PIC of South Florida REFERENCES: ENCLOSURES: Three It is recommended that the City Commission approve a Resolution _ reappointing Jorge de Tuya, Joseph - — Middlebrooks and Eduardo Padron to the Private Industry Council (PIC) of South Florida for the period July 1, 1984 to June 30, 1986, per the attached Resolution. The Private Industry Council (PIC) of South Florida was established last year in compliance with the Job Training Partnership Act (JTPA) to oversee the local implementation of employment and training programs. The Council is comprised of 49 members appointed by local elected of- ficials. On May 12, 1983 the City Commission adopted Resolution 83-399 appointing 10 members of the PIC of South Florida for terms of office ranging from one to three years. Jorge de Tuya, Joseph Middlebrooks and Eduardo Padron were appointed for terms that will expire on June 30, 1984. The attached Resolution is intended to reappoint the aforemen- tioned members for a two year term expiring June 30, 1986. Jorge de Tuya is President of Tuya International Corporation, a freight forwarding firm. He has been active for several years with SER-Jobs for Progress and other professional and business organizations. Mr. de Tuyzk is Vice Chair of the Coordination Committee of the PIC of South Florida and a member of the Planning and Monitoring Ccmmittees. Joseph Middlebrooks is owner of the Urban Planning Studio. He is a member of the American Institute of Architects and the American Society of Planning Officials. He became involved in employment and training programs through the Private Industry Council of Dada County, Inc. re- cently renamed Jobs for Miami. Mr. Middlebrooks is Chair of the Planning Committee and a member of the Executive Committee of the PIC of South Florida. Eduardo Padron is Vice President - New 4Jorld Center Campus of Miami - Dade Community College. He is a member of numerous professional and Community organizations. Dr. Padron has been a member of the State of ®4- I Ci V Howard V. Gary page 2 Florida Employment and Training Council and has had an active commu- nity leadership role in Dade County for a number of years. He is a member of the Education and Training Committee of the PIC of South Florida. These three individuals have been contributing members of the PIC of South Florida. Since JTPA is new, it would be beneficial to maintain continuity in t--he PIC membership during the first two years of the -- program. If the City Commission, however, wishes to appoint different members it may do so from the names in the attached list of persons originally nominated by general purpose business organizations, as required by the law. Also enclosed is a list of --the current members of the PIC of South Florida. 84-760 k j NOMINATIONS TO THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM PRIVATE INDUSTRY COUNCIL TO BE APPOINTED UNDER THE PROVISIONS Of THE JOB TRAINING PARTNERSHIP ACT (0Indicates a duplication (more than one General Purpose Business Organization nominated the same individual).
