L. KNOWLTON SUBDIVISION, AS RECORDED IN PLAT BOOK B AT PAGE 41; BOUNDED ON THE NORTH BY NW 10 STREET; WEST BY NW 1 AVENUE; SOUTH BY NW 7 STREET; EAST BY NORTH MIAMI AVENUE AND NE 1 AVENUE. FUNDS COVERING TFIE COST OF THE APPRAISALS ARE PROVIDED FROM SALE OF HOUSING BOND FUNDS AND A HOUSING AND URBAN DEVELOPMENT SECTION LOAN. WHEREAS, part of Phase I of the Southeast Overtown/Park West Redevelopment program is the acquisition of property prior to developer selection; and WHEREAS, appraisals to establish fair market value must be obtained; and WHEREAS, invitations to bid were sent to 24 appraisers domiciled in Dade County, all of whom are members of the American Institute of Appraisers; and WHEREAS, 11 responses were received from the invitation to bid; and WHEREAS, funding for Block 44N and a portion of Block 43N will be received from a Housing and Urban Development Section Loan, and federal rules and regulations concerning the acquisition of property require two appraisals; and WHEREAS, the proposals from Real Estate Research Corporation and Leonard A. Bisz were determined to be the bids most acceptable to the City at a fee of $39,000.00 and $12,950.00 plus $150.00 per hour expert witness testimony fee; and WHEREAS, funds for the expenses involved in this acquisition, including appraisal fees, are provided from the sale of housing bond funds and a Housing & Urban Development Section CITY COM,%-IISSiON loan; MEETING OF wiiur, r,: 0 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORTDA: Section 1, That the proposals of Real Estate Research Corporation and I:eonard A. Bisz, MAI Appraisers, be accepted for a fee of $39,000.00 and $12,950.00 respectively, plus expert witness fees of h150.00 per hour to appraise for the purpose of establishing; fair market value 4 square blocks of property and a portion of a fifth block and the improvements thereon, said property legally described as blocks 24N, 25N, 37N, 44N, and lots 1 through 3, less the N 10' and less E 10' of lot 1 for ROW, and lots 19 and 20 of block 43N, all in A. L. Knowlton Subdivision, as recorded in Plat Book B at Page 41; bounded on the north by NW 10 Street; west by NW 1 Avenue; south by NW 7 Street; east by North Miami Avenue and NE 1 Avenue. Overtown/ Park West REFERENCES: ENCLOSURES: It is recommended that the proposals be accepted from Real Estate Research Corporation, and Leonard A. Bisz, MAI Appraisers, for a fee of $39:000 and $12,950.00 respectively, plus expert witness fees of $150.00 per hour to appraise for the purpose of establishing fair market value 4 square blocks of property and a portion of a fifth block and the improvements thereon, located within the Phase I of the Southeast Overtown/Park West Community Redevelopment Area, said property legally described as blocks 24N, 25N, 37N, 44N, and lots 1 through 3, l.ess the N 10' and less E 10' of lot 1 for ROW, and lots 19 and 20 of block 43N, all in A. L. Knowlton Subdivision, as recorded in Plat Book B at Page 41; bounded on the north by NW 10 Street, west by NW 1 Avenue, south by NW 7 Street and east by North Miami Avenue and N.E. 1 Avenue. By memorandum dated April 11, 1984, Herbert Bailey, Assistant City Manager, requested the solicitation of proposals to appraise 4 square blocks plus a portion of a fifth block comprised of 68 parcels of property to determine fair market value of the indicated property and the improvements thereon. This proposed establishment of value for ultimate acquisition is part of Phase I of the Southeast Overtown/Park West Redevelopment Program and the appraisal is to be completed prior to developer selection. B4-'756 Howard V. Gary June 11, 1984 Invitations to bid were mailed to twenty—four appraisers domiciled in Dade County, all of whom are members of the American Institute of Appraisers. Eleven responses were received, as outlined on the attached summary sheet. Staff of Overtown/Park West and Property Management conducted interviews with the two lowezt bidders, Leonard Bis; and Real Estate Research Corporation to explain the project in detail, as it has been determined that acquisition of these properties can only be by condemnation, and this will require expert testimony in the courts by the appraiser. It is a joint recommendation by Overtown/Park West and Property Management that the award be given to Real Estate Research Corporation for a fee of $39,000.00 plus $150.00 an hour for court appearance time, as it is a national firm with sufficient support personnel of MAI appraisers and researchers to complete the assignment within the time frame given. It is further recommended that the proposal from Mr. Leonard A. Bisz be accepted for a fee of $12,950, plus $150.00 per hour for expert witness fee, to jointly appraise a portion of the total project, namely block 44N, and the portion of block 43N. Federal funds will be used for the acquisition of blocks 43N and 4414, and federal regulations require two independent appraisals. This is a joint effort between the City of Miami and Dade County Housing & Urban Development (HUD). The hiring of the appraisers is done by the City, and Dade County HUD acquires the property by negotiation or condemnation. Funds for the payment of the appraisers are provided from sale of housing bond funds and a HUD section loan. DRS:amw enc.
