It is recommended that the City
Commission adopt the attached
Resolution which establishes the
process whereby community -based
organizations will be allocated
funds to provide employment -
related services to Cuban and
Haitian Entrants for the period
July 1, 1984 through June 30,
1985.
The South Florida Employment and Training Consortium (SFETC) has
allocated $530,000 to the City of Miami to carry out manpower
employment services to Entrants for the period July 1, 1984
through June 30, 1985.
There are community -based organizations prepared to provide these
employment -related services to Entrants. SFETC policy prevents
the City of Miami from contracting directly with these
organizations utilizing SFETC funds. Therefore, the City of
Miami is requesting the SFETC to subcontract with the selected
community -based organizations using funds available from the
City's $530,000 allocation.
The specific amount of funds to be available for distribution
should be determined by the City Manager after considering the
dollar amount needed to cover the expenses to be incurred by the
City until the close-out of the SFETC portion of the Entrant
Assistance Program is accomplished.
The City of Miami has been operating the Entrant Assistance
program since June 1, 1981, with City employees. Transferring
the SFETC entrant activities to community -based organizations
will eliminate funding for twelve (12) Entrant Assistance Program
employees.
