RESOLUTION NO.
A RESOLUTIOSTRONGLY URGING THE OWNERS
AND OPERA RS OF ALL. FOREIGN —FLAG
PASSENGER VIAASELS WHICH CALL AT FLORIDA
PORTS, PART11CULARLY THOSE VFSSELS THAT
ARE "HOME POR CO" IN MIANT AND SOUTHEAST
FLORIDA, TO [�aiPLOY TI40SE U.S. CITIZENS
RESIDING IN.THIS COMMUNITY WHO ARE
SCHOOLED AND TRAINED IN THE LABOR SKILLS
NECESSARY TO ';;PERFORM THE D U T IES OF
SHIPBOARD LABOR%
WHEREAS, the unemployment rate among the minorities in

and around the City of Hiahi is at an unconscionable rate of
15.1 percent; and
WHEREAS$ this unemploy ant rate is conipo;,odcc by the
te
influx of both legal and illegal aliens in and around the
City; and
WHEREAS, the majority of hese aliens, because of their
unfamiliarity with the culture o their new surroundings, the
language of the country, and di.e to their being unskilled,
are possibly filling jobs that pr6.viously have been held by
local unemployed or underemployed Minorities; and
WHEREAS, although the development of a comprehensive
program to solve this overall probem may not be readily or
easily achieved, there should not` be any reluctance in
seeking partial solutions; and
WHEREAS, there are more than 40 foreign -flag passenger
ships that call at various ports in the State of Florida, a
large number of which "home port" in a d around the City of
Miami; and
WHEREAS, the vast majority of the rkers now employed
aboard these vessels are imported from round the world:
e.g., Korea, Phillipines, Italy, Central America and the
Caribbean; and
WHEREAS, it is in the best interest o all concerned,
including the employer, the local community, the Federal
Government and the maritime and shoreside industries, that

trained and rPsr�n+�cit�t_e U.S, citizens be-mployed aboard
these foreign - flag passenger vessels home ported in South
Florida-, and

AFL-CIO, has pledged its support and assistance by helping to
estahl.0:h a .joh tray -Wing center. in order to teach U.S.
citizens, who reside in this community, the necessary ,job
skills, and train those potential employees in essential
sanitary procedures and proper shipboard hygienics under the
auspices of the U.S. Department of Labor in a program having =
the approval of the foreign unions involved;
NOW, THERLFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The owners and operators of all foreign -flag
passenger vessels which call at Florida ports, particularly
those vessels that are "home ported" in Miami and Southeast
Florida, are hereby strongly urged to employ those U.S.

citizens residing in this community who are schooled and
trained in the labor skills necessary to perform the duties
of shipboard labor.
